The Opportunity:
This position supports the Regional Operations Manager under Regions 3 and 4, and assists the Business Operations Manager with the management of the regional biennium budgets totaling approximately $375 million, and the management of 27 facilities with over 1000 employees. This job supervises fiscal and support staff, and focuses on the fiscal needs of eleven offices, two court unit sites, and one community facility in Region 4. The Business Operations Specialist performs financial reviews and analysis of fiscal data, grants, or contracts following Generally Accepted Accounting Principles, and ensures the completion of Accounts Payable and Purchasing within deadlines and per policy.

Some of what you will do:
Supervise fiscal and support staff and perform financial reviews and analysis of fiscal data, grants, or contracts.
Ensure Accounts Payable and Purchasing are completed.
Train, oversee, and audit the fiscal unit.
Review the fiscal status to assure the accuracy of expenditures, identify potential problem areas and alternative methods.
Proof, verify, and approve the accuracy of payment batches or returns for corrections.
Provide direct support to the Regional Operations Manager and Business Operations Manager.
Interview, hire and train new employees, assign and schedule work, act upon leave requests, conduct annual performance evaluations and necessary disciplinary actions.
Coordinate with the Office of Risk Management and the Business Operations Manager to ensure that each field office has an emergency management plan.
Coordinate and/or conduct self-assessments and internal control audits of local offices.
Initiate and develop janitorial specifications for the proposal and award of contracts.

Required Qualifications:
A Bachelor’s degree and two years of relevant professional experience.
OR
Equivalent education/experience (six years total).

Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.org .

Foreign Equivalency certification must be attached to the application for degrees obtained outside the U.S. Incomplete applications may be screened out of the recruitment process. In addition to those required qualifications, our ideal applicant will also have some or all of the following:
Bachelor's degree, which includes at least 18 quarter or 12 semester hours of accounting, auditing, or budgeting. one to two years of relevant professional
Two years of relevant professional experience. Professional experience may substitute for education but not usually for the credit hours.
A Master's degree in a financial-related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager.
Knowledge about and understanding of the theory and practice of accounting; principles of cost accounting; modern office methods.
Ability to apply and adapt established accounting methods to a variety of accounting transactions; assemble, analyze and prepare reports and statements of complex financial data.
Ability to process large quantities of fiscal data with consistency, accuracy, and efficiency.
Ability to learn specialized computer systems.
Demonstrated skills in Microsoft Office Suite (Word, Excel, Outlook, etc.), basic math, and the use of a 10 key calculator.
