Job Description - Career Transition Counselor

ROLE
We are seeking an experienced Career Transition Counselor to support the Work for Warriors North Carolina (WFWNC) program located in Layetteville, NC. In this role, you will support National Guard service members, veterans, and eligible family members by providing career counseling, job search assistance, client case management, and coordination of employment resources.

RESPONSIBILITIES
I. Program Coordination
  • Share calendar with WFWNC Director and Contracting Officer's Representative (COR) at the start of employment
  • Update shared calendar with events, meetings, networking sessions, and outreach activities
  • Follow regulations and WFWNC Standard Operating Procedures (SOP)
  • Use research to develop, implement, and measure employment support strategies
  • Apply interpersonal skills to collaborate with internal stakeholders, clients, and partner agencies
II. Client Services & Career Counseling
  • Serve as a technical expert on employment counseling, job skills training, employer outreach, and career reintegration for eligible members
  • Develop, plan, and administer employment support programs to assist unemployed or underemployed service members and family members
  • Provide career assessments to identify additional job training needs and advise members on available resources
  • Conduct follow-up assessments as needed
  • Administer employment surveys at the unit level to identify unemployed or underemployed service members
  • Refer eligible members to partner agencies and employers based on matched skill sets
  • Coordinate with Military Family Assistance Centers (FAC) to identify and support family member employment needs
  • Share employment resources, activities, and referrals with military families seeking employment
III. Employer Outreach & Partner Coordination
  • Recruit employers through military units, workforce boards, veteran programs, and local employers
  • Conduct monthly follow-ups and maintain employer outreach reports
  • Provide technical guidance to Recruiting/Retention Offices on job opportunities, skills training, and upcoming job fairs
  • Forward employer job advertisements and job fair announcements to the WFWNC Director
  • Maintain communication with Recruiting/Retention Offices for timely referrals of transitioning members
  • Network with local employers to inform them of the skill sets of returning service members
  • Coordinate with NC Community College Systems Apprenticeship Program to assist service members in obtaining Apprenticeship or Journeyman credentials
  • Maintain employer points of contact for job opportunities
IV. Data Entry & Case Management
  • Input client data into designated statistical databases by close of business daily
  • Maintain and update client case management files with job opportunities, job fairs, resume writing, interviewing techniques, and employment tools
  • Maintain tracking mechanisms to measure program success and compile statistical data for job placements and training outcomes
  • Safeguard confidentiality of service member Privacy Act and HIPAA information
V. Reporting & Events
  • Gather and maintain regional employment opportunities within 30 days of onboarding
  • Compile and update regional job fair listings monthly
  • Attend quarterly regional job fairs across North Carolina to provide outreach and register clients for employment services

KNOWLEDGE & SKILLS
  • Knowledge of Veterans employment initiatives preferred
  • Knowledge of employment counseling practices and career development resources
  • Knowledge of privacy and data protection protocols (e.g. HIPAA, Privacy Act)
  • Knowledge of standard office procedures
  • Ability to interpret general direction and execute tasks independently
  • Ability to work as a team member, manage time, and prioritize workload with little or no supervision
  • Strong organizational and communication skills (written and verbal)

BACKGROUND
  • Experience in a military career field preferred
  • Experience providing employment counseling, career advising, or case management services preferred
  • Experience coordinating or supporting program or project activities required
  • Experience using the Microsoft Office Suite proficiently required
  • Experience using various software programs to maintain database files and prepare reports required

EDUCATION
  • Bachelor’s Degree or five (5) years of experience in education, counseling, workforce programs, social services, or recruiting required

  • Layetteville, NC 28306

TELEWORK
  • Not eligible for telework

CLEARANCE
  • U.S. citizenship is required as it supports the U.S. federal government

CLIENT
  • Department of Defense

TRAVEL
  • Travel is required

WORK HOURS
  • 40 hours
  • 8 hours a day
  • 5 days a week

EMPLOYMENT CLASSIFICATION

Other Considerations. Applicants will be subject to a background investigation. Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 100% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 100% of the time.
