Job Description - Case Manager

TITLE: West Monroe Section 8 Case Manager


 


POSITION SUMMARY: Responsible for administering the Section 8 Housing Choice Voucher Program, in accordance with the West Monroe Housing Authority, HUD, Federal, State, and local regulations and policies. Performs technical case management duties involving determination for initial and continued eligibility, maintain accurate and efficient case files, etc.


 


SPECIFIC JOB FUNCTIONS & DUTIES:


 



  • Determine applicant and tenant eligibility for admissions and continued participation;

  • Calculate tenant rent for admission, interim, annual re-examinations;

  • Responsible for maintaining accurate tenant files and records, both physical and web-based;

  • Review case files for program compliance to assure all documentation is current and consistent as required by the West Monroe Housing Authority and HUD policies;

  • Organize tenant housing assistance for portability by providing timely and accurate documentation to Director for processing and porting to another Housing Authority;

  • Review landlord/tenant dwelling leases and supporting documentation for compliance;

  • Assist Director with preparing rent and Housing Assistance Payment (HAP) adjustments, repayment agreements, compliance and termination notices for program and lease violations;

  • Brief applicants to explain program requirements for admissions and continued assistance;

  • Communicate with landlords/owners on program requirements, Housing Quality Standards, and Housing Authority policies;

  • Assist with maintaining applications and program waiting lists;

  • Mail appropriate notices and correspondences to program participants in a timely manner;

  • Assist Housing Authority staff with mediating complaints and lease violations between tenant and landlord/owner. Provide accurate information and knowledge to respond to questions, disputes, program rights and responsibilities;

  • Investigate and document program violations and abuse and inform Director in a timely manner;

  • Assist the Director and management staff in revising and implementing the West Monroe Housing Authority’s Section 8 Administrative Plan;

  • Maintain awareness of local social service agencies and community resources to provide information and referral services to applicants and tenants;

  • Ability to maintain clientele, staff, and agency confidentiality is mandatory;

  • Establish and maintain effective working relationships with the Director, management staff, tenants, landlords/owners, representatives or governmental and agency officials and the general public;

  • Perform other duties as assigned.
