The Department of Children, Youth, and Families (DCYF) is seeking a Case Review Program Specialist (Management Analyst 5) to join our Quality Assurance/Continuous Quality Improvement (QA-CQI) Unit to support the quality and consistency of social service practice throughout the agency. The Opportunity:
As a Case Review Program Specialist, you will conduct case reviews for each of the child welfare field offices across the state.

Case reviews are a component of DCYF’s quality assurance activities which measures items from the Federal Child and Family Service Review. You will review child welfare practices to ensure alignment with applicable child welfare statutes, WACs, policies, protocols, and Children’s Bureau expectations. These reviews identify areas of strength for an office and improvement opportunities.
Some of what you'll do:
Plan and implement office case and program reviews.
Develop and manage case review samples.
Coordinate with DCYF staff prior to conducting program reviews.
Identify patterns and trends in practice, program, or other system issues that may inform system improvements.
Write and distribute clear effective case review reports that analyze practice trends, identify strengths, highlight areas of opportunity, and make recommendations.
Analyze requests and proposals for quality assurance.
Develop and plan quality assurance system design, protocols, and tools.
Provide consultation to regional leadership regarding plans and strategies for program improvement activities.

Required Qualifications:
A Bachelor's degree in social work, psychology, social science, business administration, public administration, public health, health administration, or a related field.
Five (5) years progressively responsible in two or more of the following areas:
Conducting research.

Analyzing policies, laws, rules, and regulations.

Conducting child welfare business analysis and developing requirements.

Leading child welfare business projects.

Managing business operations

Child welfare business policy development

Supervising child welfare

Providing program oversight of a child welfare program.

Three (3) years of experience with providing program oversight of a child welfare program.
Note(s):
Above must also include previous experience reviewing cases for quality assurance purposes.
Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.org.
*Foreign Equivalency certification must be attached to the application for degrees obtained outside the U.S. Incomplete applications may be screened out of the recruitment process. *

In addition to those required qualifications, our ideal applicant will also have some or all of the following:
A Master’s degree in business administration, public administration, law, public health, health administration, or a related field.
Prior knowledge of DCYF vision, mission, guiding principles, child welfare programs, and policies (i.e. Intake, CPS, CWS, FRS, Adoption, and Adoption Support).
Experience with State and federal statutes and WACs related to child protection, child near-fatalities and fatalities, confidentiality, child welfare, Family Reconciliation Services, and adoption.
Working knowledge and skills in accessing all information in FamLink and the importance of cross-system coordination and communication.
Experience with Quality Assurance and Continuous Quality Improvement principles and methodologies.
Experience with program evaluation, research methods, data interpretation, monitoring and tracking systems, and procedure analysis.
Experience and the ability to work in a collaborative team environment, be open and committed to a learning environment, and sharing of information and knowledge.
Understanding of Social Service Specialist code of ethics, theories, and best practice standards in child protection and child welfare.
Previous experience demonstrating critical thinking and sound independent judgment in complex organizational environments.
Experience with adult learning and professional training principles.
Understanding of confirmatory bias or selective thinking in decision-making and knowledge of best practice that challenges bias.
Experience with Federal Children and Family Services Review and Program Improvement Planning.
