Description of Work

The Budget and Finance Office are seeking an enthusiastic team member to be part of the finance team! The Cash Management Supervisor is responsible for Cash Management Process, monitoring and processing of federal draw downs,
preparation of the federal portion of the ACFR package and supervising three accounting technicians. This position requires knowledge of NCFS (North Carolina Financial System), Core Banking, and IBIS (Integrated Budget Information System) systems. The Cash Management Supervisor is assigned the responsibility to see that all receipts and expenditures are processed as required by the cash management policy. This position is responsible for maintaining proper security of funds until deposited with the State Treasurer’s Office; assuring that all receipts are received, reconciled, and deposited into the North Carolina Financial System (NCFS) daily; also assures wire transfers, ACH, and inter/intra agency transfers are processed.


Key Responsibilities

• Create and submit manual outbound intercompany transfers; receive and approve inbound intercompany transfers from other agencies.

• Verify availability of funds, processing any needed manual requisition of funds from budget codes.

• Reconcile all budget codes to ensure timely month-end closing with OSC.

• Monitor the NC Allotments to Cash Availability (702) Report (RPTBE012).

• Supervise cash management staff and review work for accuracy. • Monitor, process and report federal grants.

• Prepare federal portion of the ACFR package (Schedule of Expenditures of Federal Awards) and update the Cash Management Plan annually.

  • Demonstrated experience in a supervisory role.
  • Demonstrated experience with managing federal grants and/or federal drawdowns.
  • Demonstrated experience using IBIS (Integrated Budget Information System), the North Carolina Financial System and/or Core Banking System.
  • Demonstrated experience creating and/or submitting manual outbound intercompany transfers.
  • Demonstrated experience researching and/or resolving out-of-balance conditions with budget codes to facilitate the month end closing process.

Position/Physical Requirements:

  • Typical work schedule is Monday – Friday 8:00am-5:00pm, 40 hours a week.

    Minimum Education and Experience

    Bachelor’s degree in accounting,

    OR

    A degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution

    WITH

    18 semester hours of accounting

    OR

    Equivalent combination of education and experience.

    Division Description

    The Budget and Finance Office provides leadership and strategic support to the Department by directing, preparing, and certifying annual and biennial budgets; analyzing and researching budgetary issues that impact the Department's divisions, programs, budgets, and plans; and overseeing the fiscal operations, policies and procedures for the department. The fiscal responsibilities include but are not limited to accounts payable, accounts receivable, payroll, collections, billing, capital improvements, fixed asset management, cash management, fiscal reports, procurement, leases, and Memorandum of Agreements. The Office is also responsible for monitoring activities throughout the Department to ensure compliance with state and federal laws regarding accounting, budget, purchasing and contracts.
