Grey Street Consulting, LLC (Grey Street), a leading small business provider of operational support services to Federal civilian and defense agencies, is seeking to hire a Senior Communications Support to support our perspective client within the Customs and Border Protection (CBP), Program, Project and Mission Support Services (PPMSS).

Essential Duties and Responsibilities

One of the PMO’s key responsibilities is to fully equip its intra-governmental partners with the information necessary to champion the planning, construction, and maintenance of various physical components designed to help the USBP and AMO fulfill its primary homeland security mission. Success in this endeavor will help ensure that both the PMO and its customers receive the maximum level of both political and fiscal support. To meet these responsibilities, the contractor shall provide: 

  • Strategic Support: The contractor shall support the development and implementation of communications strategy and outreach plans, and coordinate information dissemination and stakeholder outreach. Specifically, the contractor shall provide:
  • Communications and Outreach Support: 
  • The contractor will oversee and ensure accurate content of the PMO SharePoint homepage (or its replacement), and identify opportunities to inform key internal and external stakeholders of the PMO’s accomplishments. 
  • The contractor will provide strategic support on communication and outreach activities on an on-going/as needed basis, identify opportunities to spotlight the PMO's programs and its accomplishments, and ensure that timely and accurate information is disseminated to and responses are made to CBP and PMO stakeholders while remaining consistent with internal and external messaging. 
  • The contractor shall develop policy recommendations regarding the dissemination of information to correct misperceptions internally and externally and provide support to senior management and members of their staff in developing directions in public affairs activities to support the PMO’s mission.
  • Materials Creation and Review: 
  • The contractor shall draft, edit, and disseminate timely and accurate information and materials relating to PMO activities, program successes, project inaugurations, significant developments, etc. 
  • The contractor shall research information and work with staff of various PMO Divisions to obtain needed information for the development of materials. 
  • Specifically, the contractor shall provide:
  • PMO Weekly Highlights: 
  • The contractor shall oversee the timely production and distribution of the PMO’s weekly (or as requested) highlights. 
  • The contractor shall consolidate PMO wide communications items by gathering information and updates on various projects and initiatives from a variety of sources. 
  • The contractor shall update and maintain an on-going list of past and potential communication items.
  • Other Information and Materials:
  • The contractor shall draft speeches, remarks, talking points, award justifications, statements, graphics and other related documents for the PMO Director and Division Directors. 
  • The contractor will write and edit public affairs guidance, news and feature articles, and fact sheets about all aspects of program initiatives with a view toward promoting the PMO as a leader in government construction, steward of environmental and fiscal resources, and sustainability. 
  • The contractor shall develop talking points, question and answer forums, quarterly Town Halls, PowerPoint presentations, white papers, fact sheets, issue papers, etc. in support of various PMO projects, and will create, review, and provide feedback to materials on a regular basis including presentations, taskers, Congressional and media inquiries and other correspondence. 
  • The contractor will develop content for written and oral presentations on behalf of senior leadership for hearings with various Congressional committees, and assist in drafting and editing portions of the annual expenditure plan, as needed.
  • Stakeholder Relations: 
  • The contractor shall cultivate and maintain mutually beneficial relationships with and function as the outreach liaison to the CBP Office of Public Affairs (OPA), Office of Congressional Affairs (OCA), Office of Chief Counsel (OCC), State, Local, and Tribal (SLT), the USBP Public Affairs Officers, and the PMO's key service providers - the U.S. Army Corps of Engineers (USACE), the General Services Administration (GSA) and the Federal Aviation Administration (FAA). 
  • The contractor will serve as a resource, attend appropriate meetings, create and recommend materials and responses to media, public, and congressional inquiries for management action, and coordinate high profile events such as groundbreaking and ribbon cutting ceremonies for facilities and public outreach meetings. 
  • The contractor shall develop and maintain a standard operating procedure (SOP) for these events. 
  • The contractor shall participate in meetings and conversations regarding PMO projects on a regular basis to ensure a thorough understanding of the PMO’s initiatives while simultaneously identifying communication and outreach needs. 
  • The contractor shall support various public outreach meetings by developing material and presentations, providing onsite support services, and participating and contributing to Program Information Sharing meetings and PMO project Integrated Project Teams (IPTs).
  • Outreach Office Support: 
  • The contractor will work closely with CBP OPA to quickly and accurately develop recommended responses for management action to ad-hoc inquiries from the general public, media, and other sources about PMO Facilities.

Requirements

Job Requirements and Experience

  • Bachelor’s Degree is required 
  • Minimum of eight (8) or more years of communications experience is required.

ADA Requirements

  • Operate a PC and phone in an office environment.
  • Work in a primarily sedentary position. 
  • Perform some bending, light lifting, and carrying of equipment may be required.
  • Any additional office equipment that is required by the position.

 The U.S. Customs and Border Protection (CBP), Office of Facilities & Asset Management (OFAM), Operational Support Facilities Directorate (OSF), Border Patrol and Air & Marine (BPAM) Program Management Office (PMO) manages the planning, construction and sustainment of real property for the United States Border Patrol (USBP) and Air and Marine Operations (AMO) facilities. This includes project management, construction management, sustainment planning, financial and business solutions, and the program oversight, planning and coordination of all real property activities for USBP and AMO. The PMO is also responsible for creating continuous and viable solutions for developing, executing, and managing on-going initiatives (including program management planning, program analysis, project management and analysis, construction oversight, and scheduling, security, and risk management) required to support the facilities needs of its customers.
