Strategic Ventures is currently recruiting a CBRN Capabilities Development Specialist to join our team at Quantico, VA. We are seeking a highly qualified CBRN Capabilities Development Specialist to support the development and enhancement of CBRN defense capabilities for the U.S. Marine Corps. The ideal candidate will conduct in-depth analysis of the Marine Corps' CBRN capabilities across the DOTMLPF-P framework (Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Policy) to assist Headquarters Marine Corps (HQMC) in the capability development process, including documentation related to the Joint Capability Integration Development System (JCIDS).

Responsibilities:

  • Analyze and assess the Marine Corps’ CBRN capabilities across DOTMLPF-P to support HQMC in capability development processes
  • Assist in the development of CBRN defense and medical acquisition documents for Future Programs of Record (FPoR), including:
    • Initial Capability Documents (ICD)
    • Capability Development Documents (CDD) and updated CDDs
    • DOTMLPF-P Change Requests (DCR)
    • Concepts of Employment (COE)
    • Operational Mode Summary and Mission Profiles (OMS/MPs)
    • Acquisition-related documents such as Performance Specifications (PSPEC) and Test and Evaluation Master Plans (TEMP)
  • Support modernization and force design efforts within the Joint Chem/Bio Defense Program (CBDP)
  • Contribute to strategic capability development and ensure alignment with the Marine Corps’ modernization goals
  • Assist with the integration of new technologies and procedures into Marine Corps capabilities

Requirements

Required Qualifications:

  • Active Secret Security Clearance
  • 8+ years of experience working with Joint or USMC CBRN capabilities
  • Experience in managing and directing DoD projects and programs, particularly in CBRN capabilities and technology integration
  • Knowledge of the Marine Corps requirements process, JCIDS, and the Defense Acquisition System (DAS)
  • Familiarity with Marine Corps Force Design and Force Modernization initiatives
  • Strong analytical and problem-solving skills, with the ability to think strategically and develop creative solutions
  • Strong proficiency in Microsoft Office and other relevant software tools
  • Excellent written communication skills with the ability to document and report effectively
  • Demonstrated ability to oversee and ensure the accuracy and quality of work

Desired Qualifications:

  • Experience as a CBRN action officer on Joint or USMC senior level/headquarters staff
