THE ORGANIZATION

A private nonprofit organization founded in 1973, Philadelphia Corporation for Aging (PCA) is a large agency that is part of the Area Agency on Aging (AAA) nationwide network. Founded as a result of the federal Older Americans Act, the AAAs are mandated to “facilitate the area-wide development and implementation of a comprehensive, coordinated system for providing long-term care in home and community-based settings, in a manner responsive to the needs and preferences of older individuals and their family caregivers.” PCA carries out this mission through advocacy, stewardship of public funding, planning, development and administration of programs, and service coordination.

The mission of PCA is to improve the quality of life for older Philadelphians and those with disabilities and assist them in achieving the greatest possible levels of health, independence, and productivity.

Description of Role: Under the direction of the Senior Center Supervisor, the Center Director implements policies and procedures necessary for the administration and management of the senior community center program. This person plans, organizes and directs the daily activities of the center.


Requirements

Required Education and Experience: 

  • Bachelor’s (Master's preferred) degree in social administration, non-profit management, social work or related field from an accredited college or university, plus three years of progressively responsible experience including program development, nonprofit management, and supervision. 

Job Responsibilities:

a. Manages and supervises all senior community center staff.

b. Works with staff to establish program goals and objectives and monitors achievements and progress.

c. Manages the Center’s budgets and monitors revenue and expenses with tracking systems.

d. Identifies gaps in senior community center services and works with staff, participants and the community to develop programs to meet those needs.

e. Oversees and monitors senior community center services to ensure effectiveness and compliance with funding requirements and standards.

f. Recruits and develops assignments for use of volunteers to assist in program operations and activities and oversees their placement within the program. 

g. Provides written reports on program progress and keeps the Senior Center Supervisor aware of relevant issues and concerns.

h. Stays up to date on senior community center standards, requirements, trends, and best practices. Attends meetings and trainings associated with these subjects.

i. Works closely with the senior center advisory council in planning activities and reviewing the program and to develop a fundraising plan to support center programs.

j. In the absence of the Center Counselor, the Center Director assumes the responsibilities of the social service component, (i.e., providing resources and assistance with proper documentation in client files).

k. In the absence of any center staff, assures that the responsibilities are covered for the smooth functioning of the center, including management of congregate meals and calendared center activities.

l. Conducts regular staff meetings. 

m. Works with local community organizations to develop additional resources for the center program.

n. Conducts outreach in the community for increasing center participation. 

o. Conducts regular inspections of program facility, ensuring that cleaning, routine maintenance and approved repairs and replacements are carried out. Coordinates functions with PCA Facilities Manager as applicable.

p. Ensures adequate inventory of supplies and equipment and makes recommendations for purchases according to established procedures. Ensures neat, clean, and secure storage for supplies and equipment.

q. Other duties as assigned.

  • Demonstrated track record managing people and programs.
  • Demonstrated critical decision-making skills and experience.
  • Demonstrated ability to manage an operating budget.
  • Demonstrated ability to lead and coach for success, including using data to support improvement efforts.
  • Knowledge of the overall older adult social services landscape and senior center network as well as potential referral sources and how to access them.
  • Demonstrated ability to maintain effective working relationships with staff, participants, and the community. 
  • Demonstrated ability to present ideas effectively both orally and in writing.
  • Demonstrated understanding of and respect for cultural and socio-economic diverse consumer populations.
  • Demonstrated excellent customer service skills with various constituents including Center members, community partners, and staff. 
  • Ability to effectively utilize technology such as data tracking systems (Copilot), Office 365 and associated systems.
