Description of Work

The Division of Mental Health, Developmental Disabilities, and Substance Use Services Mental Health and Crisis Services unit is responsible for the design, implementation, oversight, and continuous improvement of the statewide service delivery system for children, adolescents, and adults with mental illness. The unit supports individuals in living fulfilling lives in their communities by ensuring access to effective community-based, residential, and crisis services.

This unit develops and advances:

• High-quality, person-centered clinical services
• Crisis response systems and service capacity
• Timely access to care
• Workforce development strategies
• Best practices for care coordination and recovery-oriented care

The unit collaborates with individuals with lived experience, families, providers, state and local agencies, and other stakeholders to promote trauma-informed, person-centered systems of care and ensure system responsiveness at all levels.

The Chief Clinical Officer (CCO) for Mental Health and Crisis Services provides strategic leadership and clinical direction for the Division’s mental health initiatives across the lifespan. This includes leading efforts to strengthen crisis systems, enhance community-based treatment and recovery supports, and align services with evidence-based and emerging best practices.


The CCO serves as the primary spokesperson for mental health and crisis system initiatives at the Division and represents the Division in cross-agency, legislative, federal, and stakeholder discussions. The position is accountable for short- and long-term planning, cross-sector collaboration, policy and program development, and oversight of system performance.

The CCO is a member of the Division's Executive Leadership Team and oversees staff responsible for service delivery design, crisis system development, workforce support, and care coordination initiatives.


This position reports directly to the Deputy Director and Chief Operating Officer.

Salary Range: $75,925 - $148,054

Recruitment Range: $81,620 - $115,000

The Knowledge Skills and Abilities/ Management Preferences are not required. Applicants who possess the following skills are preferred.

  • Deep knowledge of the behavioral health system in North Carolina, particularly mental health and crisis services
  • Strong understanding of Medicaid clinical coverage policies
  • Familiarity with national behavioral health policy trends and clinical best practices
  • Knowledge of federal and state laws and regulations impacting mental health care delivery
  • Demonstrated leadership in system-level policy, program implementation, and stakeholder engagement
