The Joint Staff and Combatant Commands Division, N250, is seeking a strong technical leader with an understanding of joint operations to guide and transform the technical work program, ensure its technical integrity, and grow and nurture the leadership team in the dynamic environment of the Combatant Commands as the Division Chief Engineer. This position has broad oversight of the quality of the work program, products, deliverables, the technical team and the strategy and direction of the work program in close collaboration with the Division Managing Director. We are soliciting strong, technically deep candidates with a track record of fostering innovation and collaborating effectively across organizations and equities for this position.
Job Description:

Engage with academia, industry and government to develop and bring the best solutions to our sponsors.

Grow our Work Program
Support the Director’s efforts to transform our work and deliver on our commitments.

Align our work to the most critical current and anticipated priorities of our Sponsor; foster innovation and risk-taking to bring disruptive solutions to Sponsors; Advance National Security Engineering Center (NSEC) initiatives and priorities.

Drive impact, innovation, and quality of our contributions.

Ensure the consistency of Mission Value Chain execution across the Division.

Ensure technical quality through robust engineering practices consistently applied throughout the task lifecycle (definition – execution – transition).

Bringing all MITRE―including MITRE Scalable Platform Solutions, MITRE Labs, MNS Cross-cutting Priorities (CCPs) and the MITRE Innovation Program (MIP)―to bear in executing our work.

Maintain the Division Program Development/Special Initiatives (PD/SI) investment strategy, manage execution and coordinate with the J&S Chief Engineer on PD/SI.

Grow our Team

Partner with government, industry, and academia to develop the best possible solutions for our sponsors for even greater mission impact.

Grow our Organization
Share and reuse our knowledge and capabilities by championing and reporting Program adoptions and contributions to Scalable Platform Solutions and archiving our products in a manner that is discoverable across MITRE.

Refine corporate knowledge management processes and infrastructure including Project Pages, MITRE Product Library, and Discovery at MITRE.

Promote our brand through external publications, technical conferences, external science boards, and professional society participation.

Basic Qualifications:
Requires a minimum of 15 years of related experience with a Bachelor’s degree; or 12 years and a Master’s degree; or a PhD with 10 years’ experience; or equivalent combination of related education and work experience.

Applicants selected for this position must possess an active Top-Secret clearance with the ability to obtain TS/SCI.

Familiarity with research programs and leading research relevant to Joint Staff and Combatant Commands.

Knowledge of one or more of the following priority focus areas; Joint All Domain Command and Control, Electromagnetic Spectrum Operations (JEMSO), Strategic Analysis, Resilient Networks, Cyber Operations, Space Warfighting, NC3, ISR.

Leadership experience of technical teams with exceptional results.

Proven experience with bringing large organizations to bear on sponsor challenges.

Technical leadership across sizeable teams, with demonstrated success.

Collaborative and integrating mindset.

Proven ability to lead, nurture and develop technical talent and teams.

Effective at developing close working relationships with Combatant Command and operationally focused senior leaders, with the goal of becoming a trusted adviser for the leadership on major initiatives, technical challenges, and priorities.

Communicates in a compelling fashion across the organization (oral and written); inspires trust through vision for the program and the work environment they create.

Demonstrated track record of delivering exceptional outcomes to senior sponsors and key stakeholders; pushes one-self and motivates others for results.

Demonstrated thought leader providing new and innovative ideas; develops strategies that create value; demonstrates commitment to ongoing learning and growth both for self and staff.

Recognizes and anticipates change; is proactive in driving change rather than reacting to it; is not satisfied with the status quo or complacent, gains stakeholder commitment for change and adept at managing change and moving people forward.

Demonstrated success at shaping work program(s) for increased value and impact.

Ability to navigate organizational boundaries and cultures; Ability to relinquish control and work as part of a shared leadership team; Proven track record of effective collaboration with peers to achieve shared outcomes.

Demonstrated understanding of complex systems of system acquisition and systems engineering processes.

Preferred Qualifications:
Familiarity with expertise of other FFRDCs and UARCs and how their capabilities can be brought to bear in concert with MITRE for greater effect and impact.

Understanding of joint operations, joint requirements processes, Combatant Commands and role of Service Components to support combat operations, and the challenges they collectively face.

Understanding of Service operations; Space Force, Army, Air Force, Navy, USMC.

Understanding of combined/joint force operations and interoperability.

Salary compensation range and midpoint:
$215,000 - $268,500 - $322,000 Annual
