Job Description - Chief Financial Officer

**This position is open to internal King County Employees only**
King County's Department of Information Technology is currently seeking an agile, detail-oriented Chief Financial Officer to join its top executive team. The CFO will manage the department's financial policy development, rate setting and strategic long-range financial planning. This position will oversee the department's budgeting process and develop and implement financial plans for multiple funds in line with KCIT's strategic vision. In addition, the CFO will be responsible for IT contracts, fiscal management and payroll, IT Assets Management, and all financial and accounting functions of the department in accordance with King County's enterprise-wide financial management policies, procedures, and systems.

The CFO also serves as a KCIT liaison on legislation and oversees KCIT proposed legislation preparation and process.

Teleworking Requirement.
The work associated with this position will be performed through a combination of remote work with onsite work as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.

Work Schedule The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. but may require after hours work as needed. Alternative work schedules may be considered. This position is not eligible for overtime pay.

Oversee the development and implementation of the department's operating and capital budget that reside in multiple funds. Identifying funding adjustments as necessary to meet the department's business needs.
Develop and implement the department's policies and procedures on budgeting and financial matters, within the context of King County's enterprise-wide policies and procedures. Coordinate implementation with department's budgeting and financial staff.
Act as key financial advisor to the Chief Information Officer (CIO). Develop strategic policy on financial and budget issues.
Serve as the CIO's liaison with the Office of Performance, Strategy, and Budget and County Council staff on financial and budget issues.
Oversee the development and implementation of the rate-setting process for multiple KCIT internal service funds. Work with division senior management and other County staff in the analysis and evaluation of rate proposals.
Analyze and evaluate the department's financing plans and programs to ensure that financial objectives meet business needs. Making recommendations to the CIO on funding allocations and on opportunities to improve efficiency and reduce risk.
Assure preparation of clear and accurate financial status and progress reports. Oversee day-to-day fiscal and payroll functions and assure appropriate internal controls and compliance with County policies and procedures.
Oversee management of Finance, IT Contracts, and IT Asset management functions. .
Serving as key point of contact for external auditors.
Perform additional duties as assigned.
Bachelor's degree with significant accounting coursework and eight (8) years increasingly responsible experience in budgeting, accounting, and financial analysis, OR any combination of education and experience that clearly demonstrates the ability to perform the duties of the position.
In addition, in order to be considered minimally qualified, applicants must demonstrate the following:

Demonstrated experience in financial management leadership, including a track record in large, complex organizations.
Knowledge of Generally Accepted Accounting Principles.
Knowledge of standard contract/procurement processes and principles.
Advanced knowledge of budgeting techniques and principles.
Advanced knowledge of government fund accounting and management.
Knowledge of auditing techniques and principles.
Knowledge of financial statistical techniques and principles.
Knowledge of the rate setting process.
Knowledge of strategic planning techniques and principles.
Skill in effectively working in a political environment.
Communication (oral and written) skills.
Analytical skills.
Skill in forecasting financial needs for department's projects, programs and services.

Oversee and continually improve the Information Technology Financial Management (ITFM) application that produces financial reporting, forecasting, bill of IT, demand planning and rate setting for KCIT and the County agencies.
Desirable Qualifications:

Certified Public Accountant.
Working knowledge of the PBCS budgeting system and the Oracle/EBS financial system.
Knowledge of Governmental Accounting Standards and techniques.
Knowledge of legislative process.
Knowledge of FinOps management of cloud financial costs.
