Job Description - Chief Medical Officer

About the Job

We are seeking an inspirational and visionary leader to join us as Chief Medical Officer who shares our commitment to transforming the healthcare space. As Chief Medical Officer you will be responsible for clinical strategy, medical policy, medical management, and other clinical operations to continuously improve the health services provided by SCAN Health Plan (SCAN). You will direct and lead the implementation of medical programs and policies, while enhancing the relationships with health care providers, state and federal regulatory agencies, and other stakeholders. As a key member of the Senior Leadership team, you will ensure the Medicare clinical strategy, tactics, and resources are in place to successfully advance the mission of SCAN.
The role:
Strategic Vision:
As CMO, you will play a pivotal role in shaping the strategic direction of the SCAN medical services. Collaborate with executive leaderships to develop and implement innovative strategies that enhance the overall health and well-being of our members.
Intimately understand the nuances of Medicare industry and market performance in order to coach, manage, and support clinical leaders in each market on how to deploy models of care most effectively and efficiently. Make valuable and insightful contributions to strategic development efforts that inform where and how to grow our care model over time as well as how to design partnership strategies that achieve desired quality outcomes. Actively support the achievement of SCAN’s vision and goals.
Clinical Excellence:
Lead our clinical teams to deliver exceptional, evidence-based care that is centered around the unique needs of our diverse member and patient populations.
Drive initiatives to improve clinical outcomes, patient satisfaction and the overall quality of care provided.
Collaborate with other executive clinical and operations leaders to develop and implement standardized care models, prioritize how to build required capabilities, and oversee the development of those capabilities over time.
Inspire, develop, and mentor high performing teams and local Medical Director(s) in a way that reinforces our culture focused on member and patient outcomes, quality, and experience.
Collaboration and Partnerships:
Forge meaningful partnerships with healthcare providers, community organizations and other key stakeholders to create a comprehensive and integrated approach to healthcare delivery.
Cultivate relationships that enhance SCAN’s positions as leaders in the industry.
Mentor and implement competencies for Medical Directors in the multiple domains of management and clinical care.
Seek and foster relationships that advance our model with key external stakeholders that include policymakers, local strategic partners, and network partners. Advocate for SCAN’s members to hold stakeholders accountable for delivering quality outcomes that serve mutual interests.
Embrace innovative technologies and data driven insights to optimize healthcare delivery. Leverage innovative solutions to enhance patient care coordination, streamline processes and improve overall efficiency.
Sponsor the prioritization and selection of major operations and technology enablers of the care model (i.e., tools, technology, vendors), and then oversee the delivery of those capabilities to each market.
Compliance and Regulatory Oversight:
Ensure compliance with all regulations and standards, fostering a culture of accountability and transparency.
Work across clinical disciplines and functions to serve as a catalyst for continuous improvement in ways that further evolve and enable the care model.

Your Qualifications:
Doctorate Degree in Medicine (MD) with a valid and active medical license to practice in the State of California required.
Master’s degree in business administration, Public Health, or Health Administration preferred.
A comparable combination of education/experience and/or training will be considered equivalent to the education listed above.
Board certification in a medical specialty preferably in a primary practice field, such as Family Medicine or Internal Medicine
10+ years of progressive working experience as a plan medical director with broad-based responsibility for medical affairs and regulatory compliance issues.
Demonstrated competency as a practicing physician.
Proven leadership experience in a senior medical executive role, ideally within a managed care organization or health plan with the ability to inspire and motivate a diverse team.
Strong understanding of healthcare policy, value-based care models and population health management
Strong experience in utilization and quality management (preferably at the HMO level).
Demonstrated relationship building with physician, hospital, and ancillary organizations.
Comprehensive knowledge of medical regulations and healthcare administration
Strong experience developing and implementing clinical strategies and procedures that improve patient care and outcomes.
Strong interpersonal skills, including excellent written and verbal communication skills.
Strong organizational skills; ability to manage multiple priorities.
Ability to appropriately maintain confidentiality.
Strong analytical and critical thinking skills, required
