Job Description - Chief of Staff

*This position is open to Oregon and SW Washington candidates only



What We Need:


The Oregon Primary Care Association (OPCA) seeks a Chief of Staff (CoS) to strengthen organizational alignment, drive the execution of strategic priorities, and ensure the Executive Director’s office operates with clarity, focus, and impact.


 


The Chief of Staff leads OPCA’s strategic planning and organizational initiatives; manages special projects of the Executive Director; serves as the executive liaison to the Board of Directors; oversees the Executive Assistant; leads the Executive Director Peer Group; and provides strategic oversight to Development and Marketing staff. This position builds strong relationships across OPCA, the Network, member health centers, and external partners to ensure coordinated, mission‑aligned progress.

OPCA is a nonprofit membership association for all of Oregon’s community health centers (CHCs), also known as federally qualified health centers (FQHCs). What You’ll Do At OPCA:


Strategic Planning & Organizational Alignment:



  • Lead the development, implementation, and monitoring of OPCA’s strategic plan, including frameworks for organizational work plans and progress tracking.

  • Facilitate strategic planning processes, retreats, and annual organizational goals.

  • Partner with senior leaders to translate strategic goals into operational objectives and cross‑departmental initiatives.

  • Ensure alignment between OPCA, the Network, and ACO strategic priorities.


 


Executive Office Leadership & Special Projects:



  • Serve as the Executive Director’s primary partner in managing priorities, decision flow, and organizational communication.

  • Lead and drive special projects on behalf of the Executive Director, including high‑priority, cross‑functional initiatives.

  • Conduct research, prepare briefings, talking points, and presentations for the Executive Director.

  • Anticipate needs, identify risks, and ensure timely follow‑through on commitments.


 


Board of Directors Liaison:



  • Serve as an executive liaison to the OPCA Board of Directors, ensuring strong communication, preparation, and follow‑through.

  • Coordinate and prepare materials for Board meetings, retreats, and committee meetings.

  • Support the Executive Director in Board engagement, governance processes, and strategic discussions.

  • Staff key Board committees as assigned.


 


Executive Director Peer Group Leadership:



  • Lead the ED Peer Group, including agenda development, facilitation, and follow‑

  • Strengthen relationships among health center CEOs and support shared learning, collaboration, and alignment with OPCA priorities.


 


Development, Marketing & Financial Sustainability:



  • Provide leadership and oversight to Development and Marketing staff, ensuring alignment with OPCA’s mission, brand, and strategic priorities.

  • Lead the creation and implementation of OPCA’s financial sustainability and growth plan, including diversified revenue strategies, long‑term financial modeling, and scenario planning.

  • Research and identify new lines of business, shared services, and strategic partnerships that support OPCA and member needs.

  • Develop business plans for new initiatives, including market analysis, operational requirements, financial projections, and risk assessment.

  • Set annual fundraising goals in partnership with the Executive Director; monitor progress and adjust strategies as needed.

  • Support cultivation of funders, partners, and stakeholders to expand OPCA’s visibility and resource base.

  • Ensure consistent, strategic messaging and brand alignment across OPCA’s communications, marketing, and development activities.


 


Strategic & Leadership Responsibilities:



  • Serve as a member of the Executive Leadership Team, contributing to organization‑wide decision‑making and strategic direction.

  • Act as a thought partner to the Executive Director and senior leaders.

  • Represent the Executive Director in internal and external meetings as assigned.

  • Support organizational culture, communication, and change management efforts.

  • Build and maintain relationships with key stakeholders at the state, regional, and national levels.

  • Support the strategic objectives of the Board and ensure alignment between programs, fiscal management, and organizational policies.


 


Executive Assistant Oversight:



  • Provide direct supervision, coaching, and support to the Executive Assistant.

  • Ensure effective management of the Executive Director’s schedule, priorities, and communications.

  • Establish systems and workflows that increase efficiency and clarity across the Executive Office.


 


 Minimum Qualifications:



  • Expert business knowledge with comprehensive understanding of the organization and functional area(s).Generally requires a Master's degree and/or 12+ years' experience; seven years management responsibility.

  • Extensive knowledge of the field with advanced leadership skills.

  • Fluency in written and spoken English required.



Starting Pay:


$128,000 - $160,000

  • OPCA works a hybrid schedule of two days in our downtown office and three days remote.
