Scope of Eligibility
Open to permanent employees in a competitive title who work for the Community Investment & Economic Revitalization Program and meet the requirements below.


Description
Under the direction of a supervisory official in a State department or agency, supervises professional and/or technical staff engaged in program activities; prepares and signs official performance evaluations for subordinate staff; performs the most difficult and sensitive professional, administrative and analytical work to promote the planning, operation, implementation, monitoring and/or evaluation of various programs and services administered by the Department of assignment; supervises and conducts the research and field work necessary to meet the needs of the appropriate state and/or local public or private agencies; does other related work.

Specific to the Position
Selected candidate will supervise two program areas within the Historic Preservation Office: 1) The New Jersey Register and National Register and 2) Certified Local Government Program. This individual will supervise program activities including reviewing work to ensure it meets professional and legal requirements, National Park Service requirements, and is consistent with office policies and procedures. Individual will provide guidance for the Certified Local Government program to ensure it meets the program goals and requirements. This individual will also conduct reviews of more complex registration nominations and situations to ensure compliance with relevant legal, professional, and policy requirements. Duties will include: Evaluation of NJ and National Register program operations and identifies program deficiencies and develops corrective actions to address identified deficiencies.  

Supervising the maintenance of essential records and files to ensure compliance with federal and state laws and regulations and supervises the preparation of informational materials such as guidance documents, best practices documents, and public presentations to ensure accuracy and consistency. 

Providing enhanced technical assistance to communities about the preservation of historic resources at the municipal level, particularly when complex or challenging questions arise from local historic preservation commission members, local elected officials, or municipal employees.

Requirements
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.


Eight (8) years of experience in planning, monitoring, coordinating, implementing, modifying, and/or evaluating agency programs and services; one (1) year of which shall have been in a supervisory capacity over professional or technical staff.

OR

Possession of a Bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity over professional or technical staff.

OR

Possession of a Master's degree from an accredited college or university in a discipline appropriate to the position; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity over professional or technical staff.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

NOTE:  All U.S. degrees and transcripts must be from an accredited college or university.  All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting.  Failure to provide documentation may result in ineligibility.

License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Residency
