Job Description - City of Davenport, IA - Assistant City Administrator

The City of Davenport, Iowa is seeking an accomplished local government executive to serve as its next Assistant City Administrator. This newly created executive leadership position offers the opportunity to help lead Iowa's third-largest city by strengthening organizational performance, coordinating strategic initiatives, and partnering closely with the City Administrator to deliver exceptional public service.

Located along the Mississippi River, Davenport is the largest city in the Quad Cities region and home to more than 101,000 residents. The community offers an exceptional quality of life with affordable housing, vibrant neighborhoods, outstanding parks and trails, a thriving downtown, nationally recognized cultural amenities, and a diverse regional economy.

Reporting directly to the City Administrator, the Assistant City Administrator serves as a trusted member of the executive leadership team, providing oversight of assigned departments. The successful candidate will help translate City Council priorities into action by leading strategic initiatives, strengthening collaboration across departments, mentoring organizational leaders, and driving operational excellence while serving as a trusted partner to the City Administrator and an effective liaison with elected officials.

The City seeks an emotionally intelligent, relationship-focused executive who combines strategic thinking with operational excellence. The ideal candidate is a collaborative leader who builds trust, empowers employees, communicates effectively with elected officials, and successfully leads complex municipal organizations through teamwork, accountability, and innovation.

The starting salary is $180,000–$205,000 DOQ, complemented by an outstanding executive benefits package.

Required qualifications:

·       Bachelor's degree in Public Administration, Business Administration, or a related field

·       Seven (7) to ten (10) years of progressively responsible executive leadership experience in municipal government or public administration

·       A minimum of five (5) years of supervisory experience

·       Valid driver's license

·       Ability to successfully complete a comprehensive background investigation

·       Residency within the City of Davenport within one year of appointment

Preferred qualifications:

·      Master's degree in Public Administration or related field

·      Experience serving as an Assistant or Deputy City Manager/Administrator

·      Demonstrated success leading cross-functional municipal operations

·      Experience working directly with elected officials and governing boards

·      Strong financial management, capital planning, and strategic implementation experience
