Job Description - City Treasurer

POSITION SUMMARY:


Under the general administrative supervision of the Finance Director, the City Treasurer assists in the financial activities of the City and is primarily responsible for treasury and cash management functions, including the receipt, custody, investment, and disbursement of City funds.  The Treasurer oversees banking and investment management and the receipt and deposit of revenues received by the City. The Treasurer may supervise Finance Department staff as assigned by the Finance Director.


 


The City Treasurer is an appointed position that is “at-will” and exempt from the protections described in Utah Code Ann. Section 10-3-1105(1)(a). The Mayor, with the advice and consent of the City Council, shall appoint a qualified person to be the City Treasurer, consistent with City code.  The Treasurer must be bondable and will execute the official bond required by City code before commencing duties.




SUPERVISION EXERCISED:



  • Supervises staff assigned.




ESSENTIAL FUNCTIONS:



  • Serves as the designated City Treasurer as defined in Utah State Code 10-6-141 and applicable City code provisions.

  • Acts as custodian of all money, bonds, and other securities belonging to the City and ensures City funds are kept separate and distinct from personal funds.

  • Determines the City’s cash requirements and provides for the investment of all City money in accordance with the Utah State Money Management Act (Utah Code 51-7), City investment policies, and direction from the Finance Director.

  • Receives all public funds and money payable to the City, including all taxes, licenses, fines, intergovernmental revenues, assessments, service charges, fees, and other City revenues, and ensures that all such monies are received and deposited into appropriate City bank accounts within the timeframes required by state law and City policy.

  • Keeps accurate and detailed accounts of all money received, collections, and disbursements in the manner provided in the Uniform Fiscal Procedures Act for Utah Cities, Utah Code Section 10-6-141, and as directed by the City’s legislative body by ordinance or resolution.

  • Collects all special taxes and assessments as provided by law and ordinance and ensures that monies received on special assessments are applied to the costs of the improvements for which the assessments were made.

  • Issues or oversees the issuance of receipts or other evidence of payment for all monies paid to the City and coordinates the filing of appropriate records with the City Recorder as required by City code.

  • Signs all checks prepared by accounts payable staff and, prior to signing, verifies (or causes to be verified) that sufficient funds are on deposit in the appropriate bank account to honor each check.

  • Evaluates, on a daily basis, the City’s cash position to ensure sufficient funds are available to meet the City’s accounts payable, payroll, debt service, and other cash requirements.

  • Invests available cash balances in accordance with the Utah Money Management Act, City investment policies, and direction from the Finance Director, and monitors investment performance, maturity schedules, and compliance.

  • Performs and oversees the receipt of all public funds and monies payable to the city and deposits all funds into the appropriate bank accounts.

  • Oversees the balancing and correction of errors on all deposits, credit card settlements, and other payment channels citywide, coordinates with departments to resolve discrepancies.

  • Coordinates delinquent account collection services on behalf of the City, working with the appropriate departments and personnel to determine remedies; sending demand letters, and working with collection agencies as needed to collect final payments.

  • Manages banking, credit card, and other payment-related contracts and services. Maintains positive working relationships with financial institutions and service providers, monitors fees, service levels, and compliance with City and legal requirements.

  • Works with the City’s financial advisor and Finance Director regarding current and future long-term debt issuances, refunds, continuing disclosure, and related debt administration activities.

  • Assists with general accounting and financial reporting duties, including preparation of year-end financial statements, assisting in completing the Annual Comprehensive Financial Report (ACFR), and assisting in preparing the annual budget.

  • Works with bank trust departments and other financial institutions to coordinate balances in bond guarantee funds, reserve accounts, escrow accounts, and other restricted funds.

  • Assists in the development and maintenance of the City’s investment and long-term debt management policies, subject to approval.

  • May assist in hiring, training, supervision, and direction of support personnel (e.g., cashiers, utility billing staff, accounts receivable) as assigned.

  • Performs other duties as assigned.


 


MINIMUM QUALIFICATIONS:


The City Treasurer shall be appointed on the basis of ability, integrity, and prior experience relating to the duties of the office.


 


Any combination of experience, education, and training that provides the required knowledge, skills, and abilities will be considered. A typical way to obtain the required qualifications would be:


 



  • Graduation from an accredited four-year college or university with a Bachelor’s degree in Finance, Business Administration, Accounting, Public Administration, Economics, or a closely related field; and

  • Four (4) years of progressively responsible experience in governmental finance, treasury management, accounting, banking, or a closely related field, including experience with cash management and investments.



Additional Requirements:



  • Must be bondable in the amounts set forth by the Utah State Money Management Council for Public Treasurers and as required by City Code.

  • Must satisfy any applicable requirements of the Utah Money Management Council and Utah Code Section 10-6-141 for public treasurers within the timeframes established by law or regulation.

  • Possession of, or ability to obtain within a reasonable period after appointment, any certifications required or recommended for public treasurers by the State of Utah is preferred.



KNOWLEDGE, SKILLS AND ABILITIES:



  1. Knowledge of principles and requirements of the Utah Money Management Act, the Utah Uniform Fiscal Procedures Act for Cities, Utah Code Section 10-6-141, and generally accepted accounting principles (GAAP), particularly as they apply to          governmental entities.

  2. Knowledge of principles and practices of municipal finance, fiscal and fund accounting, cash and investment management, banking operations, and debt management.

  3. Knowledge of applicable federal, state, and local laws, regulations, and ordinances related to public funds, investments, and municipal finance.

  4. Skill and ability to analyze and manage cash flows and investment portfolios, evaluate risk, liquidity needs, and return within legal and policy constraints.

  5. Must be able to balance multiple, and sometimes conflicting, priorities and make timely recommendations and decisions regarding the allocation of financial resources.

  6. Ability to prepare, interpret, and present clear and accurate financial reports, analyses, and recommendations in both written and oral form, to staff, management, elected         officials, and the public.

  7. Ability to collect, organize, and analyze complex financial and statistical information, and convert it into clear, concise reports and presentations, proficiently use word processing, spreadsheet, financial, presentation, database, e-mail/ scheduler, and other relevant computer applications. 

  8. Must be able to communicate effectively, both orally and in writing.

  9. Must be able to plan, organize, coordinate, and when assigned, delegate work to staff members; provide training and guidance as needed.

  10. Establish, maintain, and foster positive and effective working relationships with City employees, elected officials, financial institutions, vendors, contractors, auditors, and the public.

  11. Exercise sound, ethical judgment and maintain the highest standards of integrity in handling public funds and confidential information.




WORKING CONDITIONS AND PHYSICAL DEMANDS:


Typical office setting with comfortable climate controls. Tasks require a variety of physical activities such as walking, standing, stooping, bending, sitting, reaching, talking, hearing and seeing. Common eye, hand, finger dexterity required for most essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking and creative problem solving. Occasionally
lifts or otherwise moves objects weighing up to 50 pounds. This position has exposure to stressful situations. Work is often performed under deadlines and time constraints. May experience unconventional working hours including long hours, weekends and holidays as needed.


 May drive a motor vehicle.


  


COMPENSATION AND BENEFITS:


 



  • Monday to Friday 8:00 a.m. – 5:00 p.m., on site

  • Monday to Friday 40 hours per week.

  • $74,320.64 - $123,867.74 (Starting wage is dependent on experience.)
