Job Description

DCAS Human Capital (HC) is responsible for maintaining the Civil Service system for the City of New York. HC recruits and identifies the best-qualified candidates for City employment, administers Civil Service exams for positions and provides City agencies with a qualified pool of candidates to fill their hiring needs in a manner consistent with the State Constitution, Civil Service Law and laws governing equal employment opportunity. In addition, HC develops and interprets Citywide policies and programs; develops and conducts professional development and employee training programs; and implements the City's provisional reduction / avoidance plan, among other critical functions.

DCAS, through the Bureau of Workforce Operations' Career Pathways unit, is dedicated to building inclusive workforce pipelines and advancing the City of New York as an employer of choice, one that reflects the diversity of the communities it serves. The Career Pathways unit oversees several citywide programs, including the Office of Citywide Recruitment (OCR), Civil Service Pathways Fellowship (CSPF), NYC Urban Fellows Program, Mayor's Graduate Scholarship Program (MGSP), Summer Internship Program (SIP), 55-a Program, and Public Service Corps (PSC).

The unit's core mission is to expand access to public service careers by providing employment resources to New York City residents and developing new talent for City government. Key responsibilities include conducting targeted outreach to develop talent pipelines, educating the public and current employees about the civil service system, and promoting awareness of career pathways across City agencies.

Under the direction of the unit's Director. the selected candidate will be responsible for, but not limited to, the following duties:
- Lead the coordination and execution of Citywide career pathways programs, including Public Service Corps, Summer Internship Program, Civil Service Pathways Fellowship, NYC Urban Fellows Program, Mayor's Graduate Scholarship Program, 55-a Program, and Citywide Recruitment.
- Serve as a primary liaison to agency supervisors, program participants, educational institutions, and external partners, ensuring strong communication and alignment.
- Drive program development and implementation by collaborating with key stakeholders to deliver professional development, mentoring, and networking opportunities.
- Represent the Career Pathways team at recruitment events and program-related functions, actively engaging candidates and promoting opportunities.
- Develop and manage program calendars and project timelines, ensuring timely execution of key phases such as recruitment, onboarding, development, and alumni transition.
- Assist in candidate recruitment and selection processes, including application review, scoring, interview logistics, and final cohort selection.
- Plan and facilitate onboarding meetings and information sessions to ensure a smooth program launch.
- Coordinate and participate in program engagement opportunities such as seminars, panel discussions, and networking events.
- Develop and maintain program manuals and standard operating procedures.
- Manage and update a centralized database of current and former program participants to maintain accurate records and facilitate alumni engagement.
- Recommend and implement programmatic improvements based on feedback, performance data, and industry best practices.
- Ad hoc duties as requested.

PRINCIPAL ADMINISTRATIVE ASSOC - 10124

Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
