Under general direction: plan, design, and review stormwater related projects. Perform all contract management functions for stormwater related projects.Graduate Compensation Range: $57,329 - $85,993
Civil Engineer Compensation Range: $76,352 - $114,528
ESSENTIAL JOB FUNCTIONS:
Manage capital stormwater and floodplain projects through design, right-of-way acquisition, utility relocation, and construction phases.
Perform and review hydrologic and hydraulic studies.
Manage complex in-house stormwater and floodplain projects.
Investigate stormwater and floodplain problems and evaluate alternative solutions.
Respond to inquiries, make presentations, facilitate meetings, and compile written reports to City Council, various committees and commissions, professional and technical personnel, and the public.
OTHER JOB FUNCTIONS:
Negotiate and administer engineering services and construction contracts to ensure that the City's policies, standards, and schedules are met.
Evaluate floodplain related issues during planning, design, and construction of development and capital projects.
Evaluate all engineering related issues during the acquisition of property and utility relocation phases for stormwater and floodplain projects.
Provide expert testimony to City Council, District Courts, and other various boards or commissions as required.
MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required:
Knowledge of the principles and practices of civil engineering and hydrology and hydraulic engineering related to the design, construction, and maintenance of public works projects.
Knowledge of surveying, drafting, design, and inspection practices and procedures for stormwater and floodplain projects.
Knowledge of laws and local ordinances pertaining to stormwater and floodplain projects.
Knowledge of methods, equipment, and materials used in surface and underground construction and maintenance.
Knowledge of current stormwater and floodplain management methods to ensure minimum criteria is met.
Skill in the use of hydrologic and hydraulic software such as HEC-HMS, HEC-RAS, TR-20, SWMM, XP-SWMM, and/or similar programs.
Skill in planning, organizing, and coordinating multiple engineering projects.
Skill in interpreting and writing engineering specifications.
Skill in communicating orally and in writing with professionals and the general public.
Ability to apply City’s Unified Development Code, Design Criteria Manual, and Flood Damage Prevention Ordinance to stormwater capital projects.
Ability to organize and coordinate materials, information, and resources associated with stormwater and floodplain projects.
Ability to create clear and concise reports regarding engineering issues.
Ability to use independent judgment and make sound decisions.
Ability to receive detailed information through oral communication. Ability to perform a variety of physical skills including but not limited to seeing, holding, calculating, and writing.
Ability to operate a variety of office equipment including but not limited to a PC and calculator.
Ability to work in both indoor and outdoor environments.
Civil Engineer Qualifying Education and Experience:
Bachelor's degree in Civil or Environmental Engineering or related science from an ABET accredited program
Professional Engineer (P.E.) license with the ability to secure Texas registration within six months, plus four years’ experience in the field of drainage, stormwater, floodplain engineering, or an equivalent combination of education and experience.
Possession of a valid Texas Driver's License (Class C).
Designation as a TFMA Certified Floodplain Manager (CFM) is preferred but not required.
Graduate Engineer Qualifying Education and Experience
Bachelor's degree in Civil or Environmental Engineering or related science from an ABET-accredited program
Ability to obtain the Engineer in Training (EIT) certificate issued by the Texas Board of Professional Engineers and Land Surveyors within 1 year of hire.
A commitment to actively pursue professional engineering licensure through appropriate training and exams.
Possession of a valid Texas Driver's License (Class C).
Preferred Education and Experience:
Designation as a TFMA Certified Floodplain Manager (CFM) is preferred, but not required.
Possession of a valid Engineer in Training (EIT) certificate issued by the Texas Board of Professional Engineers and Land Surveyors
