The Agency of Transportation (VTrans) is seeking a Civil Engineer for the Roadway Design group of Highway Safety and Design. This position will perform various duties of highway design including drafting plans, specifications, and calculating quantities for roadway reconstruction, small culvert rehabilitation, and ledge/slope stabilization projects utilizing Microstation and OpenRoads as CADD platforms. The Engineer may also assist senior engineers and technicians in the office as well as participate with field investigations, inspections, and measurements. The role will also be provided the opportunity for some short term diversified training in other groups across the Highway Division, such as the Construction, Structures, and other Technical Services groups.
As of July 12, 2026, the step 1 rate for pay grade 23 will be $28.05 per hour and the step 15 rate will be $43.80 per hour.

Duties are generally performed in both office and field settings for which private means of transportation must be available. Fieldwork may involve exposure to hazardous materials, traffic hazards, and construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.
Bachelor’s degree in civil engineering, construction management, architectural engineering, or related technical field.
OR
Associates degree in civil engineering, construction management, architectural engineering, or related technical field AND two (2) years of experience in engineering OR licensure as an Engineer Intern.
OR
College senior in the final year of a bachelor’s degree program in civil engineering, construction management, architectural engineering, or related technical field.
Candidate in final year of bachelor’s degree must successfully graduate prior to start date.
