Job Description - Civil Rights Investigator


Civil Rights Investigator
ROLE
We need an experienced Civil Rights Investigator to support the United States Attorney’s Office for the Northern District of Ohio (USAO NDOH). The USAO NDOH enforces federal civil rights laws to protect vulnerable populations and strengthen community trust. In this role, you will conduct and manage affirmative civil rights investigations, including intake, fact-finding, analysis, and reporting. You will work closely with Assistant U.S. Attorneys (AUSAs), the Civil Rights Division, and other stakeholders to assess allegations, gather and analyze evidence, and provide comprehensive investigative support. RESPONSIBILITIES
  • Conduct preliminary inquiries into allegations and draft memoranda recommending whether to open full civil rights investigations
  • Plan, coordinate, conduct, and evaluate in-depth affirmative civil rights investigations across the District
  • Draft documents and data requests to obtain relevant information and evidence
  • Conduct on-site investigations, including interviews with victims, witnesses, managers, and officials
  • Utilize investigative software (e.g., Concordance, Casemap, Sanction) to build timelines, documentation, and case databases
  • Manage and analyze voluminous evidence and investigative reports, ensuring accurate categorization and retrieval
  • Prepare reports and factual summaries for AUSAs, USAO management, and the DOJ Civil Rights Division
  • Conduct background legal research as directed by civil rights AUSAs
  • Coordinate and confer with the DOJ Civil Rights Division and other DOJ components when required
  • Develop investigative recommendations in conjunction with AUSAs regarding potential actions against specific jurisdictions or agencies

REQUIRED SKILLS/EXPERIENCE
  • At least six (6) years of experience working with Law enforcement and/or enforcement of Civil Rights statutes.
  • Familiarity with Civil Rights statutes, including the Fair Housing Act and Americans with Disabilities Act.
  • Experience and expertise necessary to perform the tasks and duties listed above.

REQUIRED EDUCATION / CERTIFICATIONS
  • Undergraduate degree in relevant field of study - required.

LOCATION
  • Cleveland, OH 44113

CLEARANCE
  • Applicants must be eligible to obtain a tier-4 public trust

CLIENT
  • United States Attorney’s Office (USAO), Northern District of Ohio (NDOH).

TRAVEL
  • Some local travel may be required.

WORK HOURS
  • Full time = 40 hours a week, 8 hours a day

EMPLOYMENT CLASSIFICATION
  • W2 Classification

Other Considerations: applicants will be subject to a background investigation. Individual’s primary workstation is in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
