SCOPE OF THE PROJECT:

Client is seeking an expert Business Analyst - Advanced to work directly with the OIM and Medicaid Enterprise System (MES) leadership teams to ensure the successful completion of complex business solutions in accordance with the Deputy Director of OIM's vision for the Medicaid Enterprise System.

DAILY DUTIES / RESPONSIBILITIES:
The Business Analyst Advanced will serve as a liaison between development teams and QA teams to coordinate and schedule production software releases.

The Business Analyst Advanced will work with various internal teams including Project Directors/Project Managers, Technical Directors/Developers, Business and Technology Stakeholders/Subject Matter Experts (SMEs) and other Agency staff to gather and generate artifacts needed to establish the readiness of a release package.

We are looking for candidates with experience in Medicaid benefit programs who are highly organized, can work independently in a fast-paced environment, and work collaboratively with stakeholders to ensure software releases are completed on schedule and with complete accuracy. Candidates should be self-starters and creative problem solvers, and have the flexibility to learn new products quickly.

Essential Responsibilities
1. Coordinate and collaborate with appropriate management staff, Product Owners, development team members, QA testers, DevOps, and other stakeholders required, to ensure successful releases.
2. Lead the preparation of release plans that accomplish the stated goals with minimum risk.
3. Document and track software releases and artifacts in Jira and Confluence.

Program Experience:
Current experience with South Carolina or other state Medicaid services is strongly desired and will be given the highest weight.

Technical Knowledge:
Experience managing release schedules and leading release processes is required.

Experience with requirements tracing as related to System Development Life Cycle (SDLC) is required.

Experience in all or most of the following domains would be considered required for this position:
4. Medicaid Management Information Systems (or other Health Information Technologies)
5. Agile Software Development
6. Content collaboration/ project management software such as JIRA, Confluence, SharePoint, etc.
7. Diagramming software such as Visio, etc.
8. Microsoft Office Suite (Excel, PowerPoint, Outlook, Word).

General Duties and Responsibilities:

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
1. 2+ years of experience managing or leading software release activities.
2. 2+ years experience working in an Agile environment
3. 3+ years of experience in software development lifecycle
4. 3+ years of experience working with Jira and Confluence
5. Excellent written and verbal communications skills
6. Excellent collaboration skills

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
1. Experience working with and/or testing data transformation and integration applications.

REQUIRED EDUCATION/CERTIFICATIONS:
1. High school diploma required.

1. Bachelor's degree preferred.
