Client Service Manager (Right-of-Way)

About the Role
Clark Land Resources is expanding in Texas and is seeking an experienced Client Service Manager to support our continued growth and strengthen long-term client relationships. This role blends client service, project leadership, and advanced right-of-way expertise, serving as a trusted advisor to clients while ensuring the successful delivery of complex ROW projects.
The Client Service Manager is expected to delight clients through responsiveness, professionalism, and solution-oriented thinking, particularly in complex or challenging situations. This role requires sound judgment, a commitment to ethical practices, and the ability to lead with integrity while balancing client expectations, regulatory requirements, and company standards.
Primary Responsibilities
Leadership & Client Service
- Serve as a senior-level client service leader and subject matter expert
- Proactively build and maintain strong client relationships by exceeding service expectations and delivering consistent, high-quality outcomes
- Navigate and resolve complex or difficult situations with clients, property owners, agencies, and internal teams in a calm, ethical, and professional manner
- Direct and mentor team members, when applicable
- Meet regularly with client and agency representatives
- Support and perform marketing and business development activities
Right of Way Expertise
- Perform at or above Senior Right of Way Agent level
- Maintain excellent working knowledge of project budgets, scopes of work, schedules, contract compliance
- Ensure ROW data is entered promptly and accurately into company systems
Title, Research & Interpretation
- Conduct title research, identify ownership, and evaluate existing easements and rights of way
- Interpret legal descriptions, deeds, maps, construction plans, surveys, and agreements with accuracy and care
- Identify risks, constraints, or title issues and proactively communicate solutions to clients and leadership
- Prepare Chain of Title, Limited Title Certificates, vesting, and marketable title files in accordance with project requirements
Design Review, Permitting & Field Services
- Review plans, exhibits, surveys, and alignment sheets and anticipate issues and collaborate with construction teams through RFIs and field investigations
- Demonstrate working knowledge of jurisdictional ordinances and permitting processes
- Draft regulatory and permitting applications with attention to detail and ethical compliance
Acquisition, Negotiation & Relocation
- Collect and analyze data to support sound, ethical acquisition strategies
- Conduct negotiations with property owners in a manner that is respectful, transparent, and compliant with applicable laws and regulations
- Demonstrate advanced knowledge of appraisal methodologies and clearly communicate appraisal processes in accordance with jurisdictional requirements.
- Support or participate in condemnation and eminent domain processes when required
- Prepare, review, execute, and record acquisition documents accurately and timely
- Develop and support relocation plans with sensitivity and professionalism
Project Management
- Provide subject matter expertise to clients and internal teams
- Manage project schedules, budgets, and estimates with a focus on quality and accountability
- Coordinate quality assurance and quality control to ensure work meets both client expectations and regulatory standards
Technology & Office Skills
- Proficient in Microsoft SharePoint and Microsoft Teams
- Communicate clearly and persuasively in writing and verbally with clients, agencies, and internal stakeholders
- Maintain professionalism and composure when addressing challenges or competing priorities
Qualifications
- International Right of Way Association (IRWA) SR/WA designation required
- TREC Easement or Right-of-Way Agent license (must be valid or attainable upon hire)
- Texas and California issued Real Estate License, Broker License preferred
- Eight (8) or more years of right-of-way or related industry experience. Experience in a closely related industry may be considered in lieu of direct ROW experience
- Must have reliable transportation for meeting property owners or site visits.
