Licensed Drug and Alcohol Counselor – Clinical Director

Position Summary:
The Licensed Drug and Alcohol Counselor – Clinical Director is a senior-level clinical leader responsible for overseeing all aspects of the substance use and co-occurring mental health treatment programs within the organization. This role combines advanced clinical expertise with strong leadership, supervisory, administrative, and strategic planning capabilities.
The Clinical Director ensures that all services meet or exceed the standards of care outlined by federal, state, and accreditation bodies, while fostering a recovery-oriented, trauma-informed, and client-centered environment. The Clinical Director also leads and mentors a team of licensed and non-licensed clinicians, ensuring ethical and effective care delivery to individuals struggling with substance use disorders, co-occurring mental health issues, and behavioral challenges.
Essential Duties and Responsibilities:
Clinical Oversight:
Provide clinical leadership and direction for all addiction treatment programs.
Supervise the development and implementation of individualized treatment plans for clients with substance use and co-occurring disorders.
Conduct or oversee diagnostic assessments, risk evaluations, and treatment reviews to ensure proper clinical alignment.
Maintain up-to-date knowledge of evidence-based treatment modalities for substance use and dual diagnosis, including CBT, Motivational Interviewing, 12-Step Facilitation, harm reduction, relapse prevention, and trauma-informed care.
Monitor and review clinical documentation to ensure quality, accuracy, and compliance with standards and licensure requirements.
Assist clinicians in managing high-risk cases, including those with acute mental health symptoms, overdose risk, or legal issues.
Manage a caseload in accordance with agency expectations (e.g., 20–30 clinical hours/week depending on full- or part-time status).
Maintain a billable caseload as determined Employee agency expectations.
Marketing/Outreach in the local community in support of our mission of community outreach and education.
Leadership & Supervision:
Provide clinical supervision and support to licensed and credentialed staff (e.g., LADCs, LCPCs, LCSWs), as well as interns or trainees.
Lead regular individual and group supervision sessions and staff case consultations.
Offer performance evaluations, mentorship, and guidance to promote clinical growth and professional development.
Support staff in adhering to ethical and legal standards, and provide guidance on complex clinical or ethical dilemmas.
Program Development & Quality Improvement:
Evaluate current program effectiveness and recommend improvements or new service offerings based on client needs, trends, and best practices.
Create or refine clinical protocols, policies, and workflows for intake, assessment, treatment planning, discharge, and aftercare.
Monitor outcome measures and use data to inform service delivery and strategic planning.
Facilitate program audits and accreditation efforts (e.g., CARF, Joint Commission).
Regulatory Compliance:
Ensure compliance with all applicable state and federal regulations related to addiction treatment (e.g., SAMHSA, DHHS, HIPAA, 42 CFR Part 2).
Oversee proper documentation and billing practices, in alignment with Medicaid, private insurance, and grant-funded requirements.
Maintain accurate and timely clinical and administrative records in the agency's Electronic Health Record (EHR) system.
Client and Community Engagement:
Actively support a culturally responsive, inclusive, and non-judgmental environment for all clients, families, and staff.
Respond to client grievances and work collaboratively to resolve client concerns or service delivery barriers.
Represent the organization at community outreach events, professional conferences, and interagency collaboration meetings.
Build and maintain relationships with referral sources, hospitals, courts, detox facilities, and other behavioral health providers.
Training & Staff Development:
Develop and implement a training program for clinical staff, including onboarding, orientation, and ongoing education on topics such as:
Ethics and boundaries in substance use treatment
Trauma-informed care
MAT (Medication-Assisted Treatment) practices
Cultural humility and diversity in treatment
Co-occurring disorders treatment
Stay informed of emerging trends in the substance use field and incorporate them into staff development efforts.
Required Qualifications:
Master’s degree in Counseling, Social Work, Psychology, Addiction Studies, or a related behavioral health field.
Active, unrestricted state licensure and credentials as a Licensed Alcohol and Drug Counselor (LADC) and/or Licensed Clinical Professional Counselor (LCPC), LCSW, LMFT, depending on the state.
Minimum of 5 years of direct clinical experience in substance use or co-occurring mental health treatment.
Minimum of 2 years of supervisory or leadership experience in a clinical or programmatic role.
Demonstrated knowledge of addiction recovery models, harm reduction, relapse prevention strategies, and evidence-based interventions.
Extensive understanding of state and federal confidentiality laws (HIPAA, 42 CFR Part 2) and documentation requirements.
Strong communication, leadership, and organizational skills.
Preferred Qualifications:
Experience with Medication-Assisted Treatment (MAT) programs and integration of medical and behavioral health care.
Familiarity with EHR systems such as Credible, SmartCare, or TherapyNotes.
Experience with accreditation bodies.
Certification as a clinical supervisor or eligible to provide supervision under state licensing rules.
Work Conditions:
Office and clinical treatment environment.
Occasional travel to partner agencies or offsite programs.
Requires flexibility for occasional evening or weekend responsibilities, particularly in crisis or supervisory situations.
