Job Description - Clinical Director Recovery & Wellness
SALARY RANGE: $100,000 - $110,000
POSITON TYPE: HYBRID AFTER 90 DAYS
POSITION SUMMARY
The Clinical Director provides executive clinical management and oversight for the Recovery and Wellness Center, an outpatient Substance Use Disorder (SUD) treatment program operated by Community Connections. The Clinical Director is responsible for ensuring the delivery of high-quality, evidence-based outpatient addiction treatment services in accordance with the District of Columbia Department of Behavioral Health (DBH) Title 22-A, Chapter 63 Certification Standards for Substance Use Disorder Treatment and Recovery Providers, ASAM Criteria, Medicaid requirements, and applicable federal and District regulations. The Clinical Director is responsible for the clinical integrity, regulatory compliance, quality improvement, program development, and operational oversight of the Recovery and Wellness Center. This position directly supervises the Program Director, Licensed Clinicians, Certified Addiction Counselors (CACs), Recovery Coaches, and other clinical staff while fostering a trauma-informed, recovery-oriented, culturally responsive, and person-centered model of care.
KEY RESPONSIBILITIES
Clinical Services Oversight
Oversee client access, engagement, retention, and discharge planning
Promote the delivery of evidence-based outpatient addiction treatment services
Enhance integrated care addressing substance use, mental health, physical health, and social determinants of health
Develop and implement clinical policies, procedures, and standards of practice
Provide direct clinical services including screenings, assessments, treatment planning, individual counseling, group facilitation, discharge planning, etc.
Clinically consult on complex care cases and manage client crises
Recruit, interview, and onboard clinical staff
Provide team oversight and Individual clinical supervision, licensure, training, and performance evaluation, etc.
Facilitate staff training related to addiction treatment, co-occurring disorders, ethics, trauma-informed care, and cultural humility
Monitor clinical outcomes and implement quality improvement initiatives
Program Quality & Compliance
Collaborate with Program Leadership, Continuous Quality Improvement, Executive Leadership to establish annual program goals
Monitor program productivity and clinical performance indicators
Review staffing patterns to ensure adequate clinical coverage
Support expansion of outpatient addiction services
Participate in strategic planning initiatives and cross-departmental teaming efforts
Ensure utilization review processes are followed
Develop performance improvement initiatives
Monitor quality indicators and client outcomes
Review incident reports and implement corrective actions
Conduct regular internal chart audits
Ensure program compliance with federal and District behavioral health regulations (e.g., Chapter 63, ASAM, ASARS, HIPAA, 42 CFR Part 2, MCO requirements, etc.)
Collaborate with internal and external community stakeholders to enhance referral pathways
May represent agency coalitions and community initiatives as assigned

DESIRED KNOWLEDGE/SKILLS/ABILITIES:
Required Clinical Licensure at independent level e.g., LICSW, LPC, CAC, or Psychologist
Required 5 years of progressively responsible clinical experience in substance use disorder treatment
Required 3 years of experience in supervising behavioral health services
Required 1 year of experience with BSAS licensing
