Job Description - Clinical Manager

Description

The Clinical Manager is member of the Hospice El Paso clinical services team to provide and supervise appropriate and adequate nursing care as prescribed by the physician in compliance with applicable registered nurse and agency policies and procedures to those patients who desire to receive care at Hospice El Paso (Hospice).

Listed below is an outline of the major duties and responsibilities that will be required. Administrative authority, responsibility, and accountability necessary to perform the assigned duties under the supervision of the Chief Clinical Officer CCO are delegated to this position.

DUTIES AND RESPONSIBILITIES

  1. Assists the CCO in planning, organizing, implementing, evaluating, and directing the daily operations for the Inter Disciplinary Group (IDT).
  2. Meets with administration, medical and nursing staff, and related departments in planning programs and activities.
  3. Conducts weekly IDT meetings with team members as appropriate.
  4. Provides clinical oversight and assists the CCO in annual review of policies and procedures, manuals, job descriptions, etc. and recommends changes. 
  5. Develops, facilitates, and monitors patient care staff safety-related activities in collaboration with the Safety Committee and the CCO.
  6. Assists with budget development for the patient care staff.
  7. Executes budget resources as approved.
  8. Participates in program development and presentations designed for educational in-services, job training, and orientation for new personnel.
  9. Assists in the recruitment, selection, and training of patient care staff.
  10. Meets with department personnel on a continuous basis to solicit advice and provide problem resolution on department and inter-department matters. 
  11. Reviews and evaluates the needs of patients from the work force perspective and provides recommendations to the CCO.
  12. Interviews patients or family members as appropriate.
  13. Completes required documentation, reports, etc. and submits to appropriate personnel.
  14. Evaluates employee performance and recommends wage and salary adjustments, terminations, transfers, etc.
  15. Effectively manages personnel scheduling, work assignments, etc. to sustain quality patient care.
  16. Oversees the quality improvement activities for IDT.
  17. Provides emergency nursing coverage as needed. 
  18. Shall know and conform to the Texas Nursing Practice Act as delineated in Title 3, Subtitle E, Chapter 301 of the Texas Occupations Code, the Board of Nurse Examiner’s standards, rules and regulations as delineated in Title 22, Part 11 of the Texas Administrative Code, as well as all federal, state, or local laws, rules or regulations affecting the nurse’s current area of nursing practice.  
  19. Maintains Licensure as required by Title 3, Subtitle E, Chapter 301 of the Texas Occupations Code and Title 22, Part 11 of the Texas Administrative Code. 
  20. Notifies Hospice immediately of any pending action against the license or pending suspension or any suspension or action taken against the license.
  21. Develops and maintains a good working relationship with patient care staff as well as other departments within the organization to assure that the services and activities can be properly maintained to meet the needs of the patients. 
  22. Delegates authority, responsibility, and accountability to professional personnel. 
  23. Maintains an excellent working relationship with referring physicians and with health related facilities and organizations. 
  24. Assures patient's rights to fair and equitable treatment, self-determination, individuality, privacy, property and civil rights including the waging of a complaint are well respected and protected.
  25. Represents the organization and participates in community meetings as assigned by the CCO.
  26. Serves on various committees of the organization as appropriate.
  27. Creates and maintains an atmosphere of warmth, personal interest and positive emphasis, as well as a calm environment throughout the organization. 
  28. Functions independently, demonstrates personal integrity, flexibility and the ability to work effectively with other personnel under varying circumstances.
  29. Has knowledge of and follows Hospice policies and procedures.
  30. Maintains a professional appearance.
  31. Displays a consistent positive attitude.
  32. Demonstrates Values of Hospice: PROFESSIONALISM * RESPECT * NURTURANCE * COMMUNICATION * CONTINUOUS IMPROVEMENT          
  33. Adheres to Hospice of El Paso Mission Statement. 
  34. Performs other duties as assigned.

COMMUNICATION

  1. Establishes and maintains effective communication with patients, family members, physicians, and all referral sources. 
  2. Establishes and maintains effective communication, both verbally and in writing, with all levels of Hospice staff.
  3. Listens and responds to the patient/family needs in a sensitive and timely manner keeping all parties (IDT) appraised of developments.
  4. Complies with HIPAA standard by abiding with the minimum Protected Health Information necessary to perform job description responsibilities.  

PROFFESIONAL DEVELOPMENT

  1. Attends and participates in weekly team meeting and patient care meetings.
  2. Attends in-service programs.
  3. Attends workshops and seminars as approved.
  4. Attends staff support as appropriate.       
  5. Participates in orientation of employees, volunteers, and students as assigned.  
  6. Participates in workshops, seminars to keep abreast of current changes in the health care field.
  7. Attends ethics and compliance training and maintains compliance with the CCP.

WORKING CONDITIONS

  1. Works in a well-lighted ventilated office area, as well as throughout the nursing service areas.
  2. Subject to frequent interruptions.
  3. Involved with physicians, patients, family members, personnel, visitors, government agencies/personnel, etc., under all conditions/circumstances.
  4. Subject to hostile and emotionally upset patients, family members, etc.
  5. Willingness to work beyond normal working hours, and in other positions temporarily, when necessary.
  6. Involved in community/civic health matters/projects.
  7. Subject to falls, burns from equipment, infectious diseases, odors, etc., throughout the workday.
  8. Exposure Level: Category I- Direct contact with blood or other body fluids or tissues to which standard precautions apply. Personal protective equipment is made available and must be worn.

Requirements

EDUCATION AND EXPERIENCE

  1. Must be licensed as a nurse in the state of Texas with a Nursing Degree from an accredited college or university.
  2. Preferred minimum of two (2) years’ experience in a supervisory capacity in a hospice, hospital, skilled nursing care facility, home health agency, or other related medical facility/service.

OTHER REQUIREMENTS

  1. Must be able to read, write, and speak English at a level which will permit the employee to accurately understand and communicate information as necessary to safely and efficiently perform job duties. 
  2. Possess the ability to make independent decisions when circumstances warrant such action.
  3. Possess the ability to deal tactfully with physicians, personnel, patients, family members, visitors, government agencies/personnel and the general public.
  4. Possess knowledge of medical practices and procedures, as well as laws, regulations and guidelines pertaining to Hospice.
  5. Possess leadership ability and the willingness to work harmoniously with and supervise professional and non-professional personnel.
  6. Possess ability to plan, organize, develop, implement and interpret the programs, goals, objectives, policies, procedures, etc., of the nursing service department.
  7. Possess valid driver's license and insurance as required by the State of Texas.

PHYSICAL REQUIREMENTS

  1. Sits, bends, lifts and walks intermittently during working hours. Is able to sit for prolonged periods.
  2. Physically fit and able to work in a variety of settings and locations, primarily in well lighted/ventilated office area.
  3. Able to cope with the mental and emotional stress of the position.
  4. Is able to reposition up to 20 pounds of weight.
  5. Possesses sight/hearing senses, or uses prosthetics that enable these senses to function adequately, so that the requirements of this position can be fully met.
