Clinical Manager (Women's Campus)

The Clinical Services Manager is responsible for coordinating day-to-day clinical operations on a residential recovery campus to ensure that an excellent level of care is provided to all program clients. Under the supervision of the Director of Clinical Services, the Manager provides leadership, coordination, and clinical supervision to the counseling team. The Manager confirms that exceptional, evidence-based, and trauma-informed care is provided by the clinical services staff by ensuring team objectives are met, ensuring compliance with all relevant internal and external regulations and policies, and ensuring effective management and administration of the clinical services team.

The Clinical Services Manager is also responsible for cultivating a team culture and climate that aligns with Phoenix Rescue Mission’s organizational values and for modeling behaviors that align with those values.

ESSENTIAL FUNCTIONS

• Directly manage the campus Clinical Services staff, including providing training and development, onboarding new staff, monitoring and managing performance, and promoting a positive collaborative culture.
• Ensure that campus Clinical Services staff is well trained, equipped, and motivated to fulfill their responsibilities, continuously supporting the wellness and development of the clinical team.
• Manage the clinical functions and integrity of the clinical services program, including consultation, treatment planning, caseload assignments, service delivery, documentation, and clinical record keeping.
• Coordinate with the Director of Clinical Services for delivery of the Mission’s behavioral health services, as well as support the development and implementation of behavioral services policies and procedures in accordance with applicable laws, regulations, clinical standards of care, and industry best practices.
• Provide clinical supervision to all candidates pursuing licensure and others delivering direct behavioral health services.
• Conduct regular case conferences with clinicians and interns for supervision and consultation, reviewing and selecting case records to be discussed.
• Implement and monitor clinical policies and procedures to ensure compliance with regulations and policies.
• Gather and analyze process and outcome data to improve the quality of care and prepare reports, as requested.
• Monitor the accuracy and timely submission of documentation and client progress in treatment in accordance with regulatory standards.
• Serve as on-call manager on a rotating basis, available to answer phone calls, emails, or messages related to urgent matters outside of standard working hours.
• Collaborate with multidisciplinary teams to coordinate care and ensure effective medical management for clients.
• Oversee campus crisis management.
• Provide counseling services, including Christ-centered counseling as appropriate, to graduate clients living on the residential campus, as needed.
• Engage in discipleship by planting seeds and modeling Christ’s love to clients and by providing faith resources as requested.
• Demonstrate understanding and comply with all relevant legal, regulatory, and compliance requirements, company policies and procedures, and the Code of Ethical Conduct.
• Follow the Mission’s Statement of Faith and lifestyle and adhere to the Mission’s employee policy manual and guidelines set forth by the CEO.
• Lead or participate in devotions, prayers, or other organization activities that promote a credible Christian witness and lifestyle.
• Perform other duties within scope as assigned.

Requirements

EDUCATION/EXPERIENCE

• A master’s degree from an accredited school in a behavioral health discipline and at least five years of experience in counseling, clinical services, behavioral health, or a related field, or a combination of education and experience.
• Active independent license from the Arizona Board of Behavioral Health Examiners or within 3 months of obtaining independent licensure. 
• Possess or have the ability to obtain supervisor designation from the Arizona Board of Behavioral Health Examiners within 3 months of hire.
• At least 3 years of experience overseeing clinical services and managing a team of professionals. 
• Significant experience in providing individual and group counseling services.
• Experience in residential recovery or substance use treatment preferred.
