The Clinical Programs Manager, will oversee the management of EFM outpatient mental health providers, community health workers and partner with Excelsior Wellness leaders to advance integrated behavioral healthcare practices across multidisciplinary teams. This leadership role involves developing and overseeing programs that enhance quality care, support multi-disciplinary integration, ensuring regulatory compliance, and meet the evolving needs of the Spokane community. The Manager will provide clinical supervision and guidance to EFM counselors, SUDPs, CHWs, and manage productivity and revenue generation requirements. This position combines strategic vision with operational execution to improve patient outcomes and support the well-being of both clients and healthcare professionals.
How You Qualify
- Master’s Degree in Counseling or related field.
- Licensure in Washington State as a Mental Health Counselor, Social Worker or Marriage and Family Therapist.
- Meets Washington State licensing requirements as an approved clinical supervisor (WAC 246-809-134).
- Clinical supervision experience.
- Demonstrated experience working with multiple regulatory entities.
- Demonstrated ability in strategic planning and organizational development.
- Demonstrated coalition building skills with an ability to communicate and work effectively with a variety of internal and external associates.
- Excellent verbal and writing skills.
- Ability to work independently, as well as cross-functionally with stakeholders, both internal and external.
- Ability to pass criminal background check, per organizational standards.
- Valid driver's license and acceptable driving record, per organizational standards.

Responsibilities:
1. Leadership and Integration
- Lead and participate in workgroups focused on behavioral health integration and quality improvement.
- Participate in EFM leadership team.
- Collaborate with cross-disciplinary teams to design and implement integrated care strategies.
- Foster a supportive, collaborative environment to address behavioral health issues and promote service delivery excellence.
2. Training and Development
- Plan, coordinate, and evaluate training programs for clinical and non-clinical staff on key mental health topics and behavioral health integration.
- Supervise and support EFM mental health clinicians, ensuring adherence to professional and agency values and quality standards.
- Provide direct training and onboarding for new counseling team members, including interns and fully licensed providers, emphasizing evidence-based practices.
3. Clinical Supervision and Support
- Provide regular clinical supervision to assigned EFM counselors.
- Lead initiatives to address employee well-being and mitigate provider burnout.
- Audit caseloads to ensure consistent progress and engagement from clients and take necessary action to promote progress.
4. Program Management and Evaluation
- Oversee service line operations and evaluate opportunity areas, ensuring adherence to metrics and deliverables.
- Facilitate regular forums and meetings to provide updates, encourage peer-to-peer dialogue, and address workforce development needs.
5. Strategic Program Development
- Work closely with senior leadership to identify opportunities for new programs that will drive organizational growth.
- Develop business cases and strategic plans for the launch of new initiatives that support organizational goals.
- Understand program budgets, ensuring that resources are allocated appropriately.
- Obtain authorization for expenditures and ensure financial efficiency in program delivery.
6. Technical Assistance and Compliance
- Deliver technical assistance to behavioral health teams, helping them navigate complex regulations and reimbursement policies.
- Ensure all services and documentation comply with program, agency, and regulatory standards.
7. Advocacy and Communication
- Represent the organization with stakeholders, being well-versed in mental health industry standards, integrated care practices and the mission of holistic care.
- Maintain open communication with organization leadership to address behavioral health-related needs and opportunities.
