Job Description - COBOL Mainframe Programmer V




This developer position will provide application development and support for Department of



Children and Families (DCF) CARES related mainframe applications. This developer will work as



part of a team to develop and enhance mainframe applications using technologies such as



COBOL and DB2 databases to implement maintenance & enhancement mainframe functionality.



The Cobol Mainframe Programmer 5 (CMP5) will work on high profile mainframe application



projects within the Family and Economic Support Technical Services (FESTS) section. The



incumbent will maintain and develop online and batch application programs by reviewing,



analyzing, coding, testing and debugging application code. They will develop specifications,



diagrams, flowcharts and documentation. The CMP5 will analyze and develop programs using



COBOL, DB2, VSAM, and JCL for the new enhancements. The CMP5 will implement application



changes, enhancements and new applications and provide post implementation support.



This position requires a bachelor's degree in a related area and 8-10 years of experience in the



field or in a related area. Familiar with a variety of the field's concepts, practices, and procedures.



Relies on experience and judgment to plan and accomplish goals. While this position will



typically report to a project leader or manager, there will be an expectation of self-direction.



Knowledge of DCF programs, prior experience with the Wisconsin CARES system and familiarity



with State of Wisconsin application systems, procedures, and development standards is highly



preferred. Preference will be given to applicants with experience working with TANF or large



Health and Human Services systems.



Preference will be given to candidates who also have experience in C#.NET, XML, API, SQL



Server, Visual Studio, and Angular.



The candidate should have strong communication skills and should be a team player.
