Job Description - COLLECTIONS REVENUE SPECIALIST

Performs skilled administrative support collecting taxes, performing clerical assistance tasks, entering data, maintaining records and files, assisting the public, and completes related work as apparent or assigned.

Work is performed under the moderate supervision of the Tax Collections Manager, Assistant Tax Collections Manager, or Tax Administrator in the managers absence.

To perform this job successfully, an individual must be able to complete the essential functions of the position with or without reasonable accommodations.

Performs a variety of office assistance tasks in the billing and collection of taxes.
May be assigned to a special task and perform general office assistance tasks as required.
Provides front counter assistance to taxpayers such as: answers the telephone, assists walk-in customers with payments and/or questions, provides information to the best of their knowledge to all who call or enter the building, and assists the public with the completion of standardized records and documents.
Receives citizen's inquiries, grievances, and service requests.

Works diligently to resolve them within the framework of established policies, procedures, laws, and ordinances.
Mails receipts daily for the tax payments received in the mail, lock box, or credit card postings.
Processes almost all payments received in the office: over-the-counter payments, payments received in the mail, credit card transactions, and on occasion, lock-box transactions.
Maintains a cash drawer and balances daily.
Research and posts address changes.
Removes any lingering registration blocks still on the system for delinquent motor vehicle taxes.
Maintains the office filing system and ensures accuracy of filing.
Gathers data from various resources and passes it on to other staff for enforced collection actions to be taken, such as garnishment of wages, bank account attachments, filing with the debt/set off program, tax foreclosure, etc.
Processes payment returns to be signed off on by the Senior Deputy Tax Collector.
Can set up taxpayers on Payment Plans.
Is responsible for maintaining the accounts under Special Payment Arrangements monthly.

Completes all necessary paperwork on any that need to be turned over to the Senior Deputy Tax Collector for collection remedies, or that need signed off on as satisfying their account.
Issues Mobile Home Moving Permits.
Responsible for checking voicemail or e-mail for the office and following through with the appropriate steps for satisfying the customer’s inquiry.
Receives and completes any requests or inquiries received by fax.
Always maintains composure and excellent customer service.
Other duties as assigned.

General knowledge of tax listing, billing and collection programs, policies, and procedures; general knowledge of standard office methods and procedures, business English, spelling and arithmetic; ability to operate standard office and data entry equipment; ability to make decisions relating to assigned operations in conformance with applicable laws and policies; ability to establish and maintain effective working relationships with associates and the general public.

High school diploma or GED and minimal experience in general clerical work including some contact with the public and in the handling of money, or equivalent combination of education and experience.

Must pass the Fundamentals of Property Tax Collection and Fundamentals of Listing and Assessing course within two years of employment.
Valid driver's license in the State of North Carolina.
