GENERAL DESCRIPTION OF POSITION


This employee performs such critical duties as researches and files both personal and business bankruptcy cases, working closely with the county attorney. They assign tax parcels to numerous mortgage companies for payment and collect the payments from those mortgage companies. They post millions of dollars to the property tax payer accounts. They will also be responsible for collection of taxes, including processing payments and balancing collected funds as required.  They also answer phone calls, assisting taxpayers with questions or problems.  This position will do in depth research on PROBLEM real property.


 


ESSENTIAL DUTIES AND RESPONSIBILITIES


1. Assigning parcels to mortgage company accounts per their rendition, deadline must be met, research discrepancies within mortgage companies' request, archive all mortgage statements. This duty is performed daily.


2. Processing payments made by mortgage companies, including researching parcels not paid by mortgage research and send a new statement to property owner with explanation. This duty is performed daily.


3. Researching, electronic claim filing, deadlines for each claim, monitor accounts throughout the process, applying and releasing per bankruptcy court orders, and collecting both personal and business bankruptcy cases. This duty is performed daily.


4. Collection of county taxes, including balancing those funds. This duty is performed daily.


5. Processing mail, including both payments and inquiries. This duty is performed daily.


6. Assisting taxpayers with tax needs, changing the status of taxpayer ID to E-Statement, working invalid emails, researching delinquent accounts, collection excess proceeds. This duty is performed daily.


7. Responsible for checking others' work for errors.  This duty is performed daily.


8. Perform any other related duties as required or assigned.


 


QUALIFICATIONS


To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.


 


EDUCATION AND EXPERIENCE


Knowledge of a specialized field (however acquired), such as basic accounting, basic computer, communications, etc. Equivalent of four years in high school, plus night, trade extension, or correspondence school specialized training, equal to two years of college, plus 3 years related experience and/or training, or equivalent combination of education and experience.


 


COMMUNICATION SKILLS


Ability to effectively communicate information and respond to questions in person-to-person and small group situations with customers, clients, general public and other employees of the organization.



SOFTWARE SKILLS REQUIRED


Intermediate: 10-Key, Accounting, Alphanumeric Data Entry, Database, Spreadsheet, Word Processing/Typing


 


WORKING CONDITIONS


Somewhat disagreeable working conditions. Continuously exposed to one or two elements such as noise, intermittent standing, walking, pushing, carrying, or lifting. May involve some travel and/or work is at times, in the evening or during the night hours.

Semi-repetitive, low physical. Semi-repetitive type work which requires periods of concentration for varied time cycles as prescribed by the tasks.


 


While performing the functions of this job, the employee is regularly required to sit, use hands to finger, handle, or feel, reach with hands and arms, talk or hear; occasionally required to stand, walk, climb or balance, stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 50 pounds; regularly lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision; color vision; and peripheral vision.


 


ADDITIONAL INFORMATION


This position needs a seasoned person with 12 to 18 months of experience in State, County, legislative laws, bankruptcy law and tax laws. It takes someone with initiative, critical thinking, today's office skills, and attention to details to perform this job adequately.


  


Training in bankruptcy laws, must have a complete understanding of county tax collections.


 


Ability to use Excel setting up data formulas for exporting and importing files from ten financial institutions.  Some knowledge of State, County, legislative and bankruptcy law.  Close attention to detail for control of thousands of parcels of land within the county and the determinations as to who receives the tax statement with the correct amount on the statement. Operations requiring knowledge of bankruptcy law and applying those laws to the property tax account. Involves determining/selecting the lawful way to apply bankruptcy laws to the taxpayers who file Chapter 7 and 11 where highly variable consequences are involved.


 


The position involves regular and irregular hours needed to perform related duties. Work hours may be extended during peak collection times.


 


Needs to have the following:  cashing handling proficiency, ability to communicate clearly and effectively, both orally and in written form, expertise in Microsoft Office Suite and working as a team.

This job description does not constitute an employment agreement between Saline County and the employee and is subject to change by the employer if the need of the employer and requirements of the job change.


 



  • Starting rate of $37,206 annually for a new hire.

  • Promotional rate of $39,066 annually for an established employee (An established employee is an individual who has been a full-time Saline County for more than 90 days).

  • This position works Monday/Friday, 8 AM to 4:30 PM with paid holiday's off, dependent upon workload.

  • Bilingual pay available.

  • Group health, dental and life insurance is paid by the County for the employee's coverage.

  • The County contributes 15.32% towards the employee's retirement through the Arkansas Public Employee's Retirement System.
