GENERAL DESCRIPTION OF POSITION
This position assists the Delinquent Accounts Manager with collecting delinquent taxes on business personal, mobile homes, and personal property. Primary job duties will consist of phone calls, emails, text messages, and delinquent postal mail. Research will be a major component using various software programs. This position will assist in the process of blocking accounts, filing Certificate of Indebtedness, filing claims against Income Tax Setoff, and Notices of Distraints. Daily they will assist taxpayers, answer phone calls, post tax payments, and assist the front counter as needed.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Balance cash drawer.
2. Apply taxpayer payments to correct account.
3. Determine whether a taxpayer should receive a clearance for tags.
4. Determine which tax accounts are paid first and last.
5. Customer Service skills.
6. Verify and change addresses, emails, & phone numbers.
7. Take taxpayer phone calls.
8. Ability to work in Bryant office with necessary.
9. Return taxpayer email inquiries.
10. Text and email delinquent taxpayers.
11. Collecting the delinquent accounts.
12. Working within the time lines for three collection periods.
13. Monthly delinquent reports to the collector.
14. Set up systematic procedures and time lines for phone calls, emails, Text, letters, & delinquent statements.
15. Files certificates of indebtedness maintain Excel spreadsheet.
16. Notify delinquent businesses that a Notice of Distraint will be applied to their business door.
17. Work with media.
18. List delinquent taxpayers on Facebook.
19. Research delinquent taxpayers, research skills a must.
20. Interpersonal relationships with the Circuit Clerk's Office, the Assessor's Office, and the County Clerk.
21. Answer and respond to phone calls.
22. Cash handling.
23. Perform any other related duties as required or assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION AND EXPERIENCE
Knowledge of a specialized field (however acquired), such as basic accounting, basic computer skills, communications etc. Equivalent of four years in high school, plus night, trade extension, or correspondence school specialized training, equal to two years of college, plus 2 years related experience and/or training, and 12 to 18 months related management experience, or equivalent combination of education and experience.
COMMUNICATION SKILLS
Ability to effectively communicate information and respond to questions in person-to-person and small group situations with customers, clients, general public and other employees of the organization.
PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS
Certification in Microsoft Office Suite, High School Diploma, two years technical college, four years related work experience, Three years Cash handling experience, Customer Service Training, Keyboarding, Research Skills.
SOFTWARE SKILLS REQUIRED
Intermediate: 10-Key, Alphanumeric Data Entry, Database, Word Processing/Typing
USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS
Regular use of complex machines and equipment (desktop/laptop computer and software)
WORKING CONDITIONS
Somewhat disagreeable working conditions. Continuously exposed to one or two elements such as noise, intermittent standing, walking, pushing, carrying, or lifting. May involve some travel and/or work is at times, in the evening or during the night hours.

ADDITIONAL INFORMATION
The position involves regular and irregular hours needed to perform related duties. Work hours may be extended during peak collection times.
Needs to have the following: cashing handling proficiency, ability to communicate clearly and effectively, both orally and in written form, expertise in Microsoft Office Suite and working as a team.
