is seeking a

Communications, Recruitment & HEI (Higher Education Institutions) Network Manager

to support the United States Agency for International Development’s (USAID) Science for Development Fellowships (SDF) program. The SDF program provides USAID access to full-time staff who hold science and technology (S&T) graduate degrees, who serve as Fellows at USAID for two to three years. USAID leverages the Fellows’ expertise in S&T across the Agency’s programming.

will be responsible for cultivating direct links to U.S. HEI’s and leveraging their communities for more effective application of S&T to address global development challenges.

The

Communications, Recruitment & HEI Network Manager

will work with implementing partners as part of a team under the guidance of the SDF Executive Director and will interact with the USAID Contracting Officer's Representative (COR) and SDF Senior Activity Managers, where appropriate, to build internal and external relationships and monitor and support progress toward completion of programmatic goals.

Duties and Responsibilities:
Lead the strategic communications plan for outreach and recruitment activities, including creation of marketing materials for social media, printed products, and other channels.
Cultivate strategic outreach opportunities to promote the program and oversee the application process for STEMM graduates to apply for the fellowships.
Lead the development and implementation of the Recruitment and HEI Outreach Strategy, including strategic coordination with USAID.
Develop and deploy a suite of communication materials for outreach and recruitment, customized to messaging that most resonates with doctoral level scientists and engineers across a broad range of STEMM disciplines, including social sciences.
Manage regular, consistent outreach across SDF communication channels and generate engaging content.
Ensure compliance with the official Branding & Marking Plan in all programmatic materials developed.
Identify marketing opportunities and arrange SDF engagement to ensure maximum exposure among qualified candidates, with a focus on recruiting a broadly diverse applicant pool. This includes recruitment through STEMM-related conferences, HEI presentations, info webinars, targeted list-purchase advertising, blog posts, video spotlights, and active social media presence.
Develop, maintain, and support key contacts at HEIs and identify ways to leverage those relationships and communities in outreach and recruitment activities. Interact with HEIs, S&T associations, and other partners and STEMM-related organizations, to professionally represent the Science for Development Fellowship program.
Oversee creation and management of an HEI Network online platform that fosters and facilitates interactions among and across network members, cultivates engagement in communities of practice, and elevates and nurtures a national movement of science, technology and innovation applied to address global development challenges and support solutions.
Oversee collection of data on recruitment efforts, especially as related to diversity; manage reporting; consistently seek opportunities to improve and enhance recruitment activities.
Co-plan and manage the annual Science for Development Institute (SCI4DI) as a national recruitment event with HEI Network partners.
Required Qualifications:
Strong marketing skills and experience, with experience implementing active multi-channel communications
Adroit social media skillset, with ability to build brand, recruit STEMM doctoral professionals through conferences and other outreach events, and proactively cultivate collaborative networks.
Ability to create engaging newsletters, impact stories, and other outreach media to raise the profile of SDF and the fellows nationally and internationally.
Outstanding writer with excellent verbal communication and presentation skills.
Knowledge of communications, marketing, social media, recruitment, and network-building practices and strategies, especially within STEMM and academia.
Sound judgment, diplomacy, and comfort in a public-facing role.
Ability to work independently with minimum to no supervision, identify issues or potential risks and make informed decisions on how to manage and/or mitigate risk.
Comfort working within diverse teams, with a track record of building trusted relationships to implement programs in collaboration with partners.
Required Experience:
Eight years of demonstrated experience creating, implementing, and managing comprehensive, multi-channel communications, marketing, and recruitment programs.
Minimum two years supervising and coaching staff.
Knowledge of science, technology, engineering, math, and medicine (STEMM) graduate recruitment strategies and tactics to target specific audiences.
Experience working in or with academia and partnering with higher education institutions.
Knowledge of government contracting is highly desirable.
Required Education:
Bachelor’s degree in Communications, Marketing, Public Relations or a related field required.
