Job Description - Community Development Specialist
This position independently manages key regional community and economic development grant programs. The specialist is fully responsible for direct oversight of the Orem and Lehi Community Development Block Grant (CDBG) Entitlement programs, the Social Services Block Grant (SSBG), and the State Small Cities (CDBG) program.
The role oversees full lifecycle grant administration, including application assistance, workshop coordination, environmental reviews, labor compliance, income survey tracking, project monitoring, and conducting both remote and on-site grantee audits. The ideal candidate is an innovative, self-driven professional capable of taking complete ownership of complex federal and state grant portfolios.
Essential Duties and Responsibilities
Provides assistance to jurisdictions and nonprofits applying for funding.
Prepares program plans and reports to local elected officials, state agencies and federal agencies.
Conducts on-site audits to monitor progress with grant terms and conditions.
Keeps program policies and procedures up to date with the most current federal guidelines and regulations.
Coordinates training & application assistance to eligible jurisdictions and non-profit agencies in applying for funding.
Independently plans, schedules, and leads applicant workshops, trainings, and technical review meetings.
Processes grant payment requests and invoices.
Coordinates with stakeholders and partners.
Updates annual application materials, guidelines, policies, and instructional resources.
Required Qualifications
Excellent written and verbal communication skills
Strong analytical and problem-solving skills
Strong interpersonal skills and the ability to form relationships
Knowledge of technical writing
Ability to interpret grant regulations and requirements
Strong aptitude for record-keeping and formal reporting
Ability to analyze legal, legislative and organizational issues to implement program guidelines & make recommendations
Must be able to maintain cooperative working relationships
Excellent time management skills with a proven ability to meet deadlines
High attention to detail and strong organizational skills
Proficient in Google Suite
Bachelor’s degree in public administration, business, policy, grant writing, community and/or economic development, or related field or 4 years of experience in program management, including administration of grants, contract management, community development, and economic development.
Working Conditions This job operates in a professional office environment. This role routinely uses standard office equipment. Travel as necessary will be required in this position. This is a salaried position, expected to work at least 40 hours per week.
Physical Requirements This position requires sitting for long periods of time and performing computer-related work. The individual must be able to lift and carry up to 30 pounds.
