Job Description - Community Housing Supervisor


MISSION:

Accepts and implements the YWCA Mission to empower women and eliminate racism and promote peace, justice, freedom, and dignity for all.

CUSTOMER IMPACT STATEMENT: The Community Housing Supervisor provides trauma-informed, person-centered leadership and support to individuals and families experiencing housing instability, homelessness, domestic violence, sexual assault, or other barriers to safe and stable housing. This role supports participants in achieving long-term housing stability through case management, housing navigation, advocacy, and community collaboration.

The Supervisor oversees housing program operations and staff while ensuring compliance with program requirements related to OVW, Rapid Re-Housing, Homeless Prevention, and Diversion initiatives. Responsibilities include program coordination, documentation, reporting, budgeting support, landlord and community partnership development, and cross-department collaboration to promote continuity of care and equitable access to services.

This position works closely with Economic Empowerment, Sexual Assault Response Center (SARC), Family Support Services, and other community partners. The position reports directly to the Chief Housing & Community Impact Officer.

PRIMARY ACCOUNTABILITIES (may include, but not limited to):  Accountability & Priority Objective

Housing Services & Client Support 

  1. Coordinate referrals, intake appointments, and enrollment processes in a timely and respectful manner. 
  2. Provide trauma-informed, housing-focused case management services using a Housing First approach. 
  3. Support participants in developing individualized housing stability plans based on their goals, strengths, and needs. 
  4. Connect participants with community resources including healthcare, behavioral health, education, employment, childcare, transportation, and financial support services. 
  5. Conduct home visits and housing inspections as required by program guidelines. 
  6. Advocate alongside participants to help reduce barriers to obtaining and maintaining housing. 
  7. Build and maintain collaborative relationships with landlords, service providers, and community partners to expand housing opportunities and supportive services. 
  8. Encourage ongoing participant engagement and provide follow-up support in accordance with program policies and procedures.

Program Administration & Compliance 

  1. Maintain accurate, timely, and confidential client records in compliance with agency, grant, and regulatory requirements.
  2. Collect, enter, track, and report program data using applicable databases and case management systems.
  3. Prepare and submit monthly, quarterly, and annual program reports.
  4. Ensure documentation aligns with internal policies and external funding requirements.
  5. Participate in care coordination meetings and collaborate with internal departments to support integrated service delivery.
  6. Attend required trainings, monitoring reviews, meetings, and professional development opportunities related to housing, domestic violence, sexual assault, trauma-informed care, and related services.
  7. Support financial tracking and submit program-related financial requests for review and approval.

Leadership & Supervision

  1. Provide supervision, coaching, mentoring, and support to assigned staff and program initiatives.
  2. Foster a collaborative, inclusive, and accountable team environment.
  3. Assist with workflow coordination, task delegation, and day-to-day program operations
  4. Promote best practices in client engagement, documentation, confidentiality, and service delivery.
  5. Ensure the security and confidentiality of participant records and program files.

Other Duties (including but also as assigned):

  • Participate in agency initiatives, committees, and community collaborations as assigned.
  • Travel periodically within Kent and New Castle Counties as needed.
  • Obtain Community Healthcare certification within six months of hire, if required by programming standards.
  • Perform other duties as assigned to support agency and program goals.

Requirements

Preferred Qualifications:

Education:  

Bachelor’s degree in Human Services, Social Work, Psychology, Sociology, Public Health, or a related field preferred. Equivalent combinations of education, training, and relevant experience will also be considered.

Experience:

  • Three to five years of experience in human services, housing services, case management, social services, or related fields.
  • Experience working with individuals and families experiencing housing instability, trauma, domestic violence, sexual assault, behavioral health concerns, or other systemic barriers preferred.
  • Experience supervising staff, coordinating programs, or leading projects preferred.
  • Experience working with housing databases, reporting systems, and community partnerships preferred.
  • Experience with budgeting, financial tracking, or grant-funded programs is helpful.
  • Bilingual (Spanish/English) preferred but not required.

Skills:

  • Strong written and oral communication skills, record keeping, assessment, report writing, correspondence skills and organizational interpersonal skills.
  • Knowledge of domestic, sexual, and family violence dynamics. Knowledge of mental health and substance abuse recovery and support
  • Must understand and know how to identify and access a wide variety of social services for adults and their families.
  • Ability to communicate with a diverse group of people
  • Conflict management skills.
  • Ability to maintain professional demeanor and relationships with program participants.

  

Physical Requirements: Ability to sit, stand, communicate, and move throughout office and community settings. Ability to lift and carry up to 25 pounds, with or without reasonable accommodation.

Other: Must have access to reliable transportation.
