Job Description - Community & Youth Services Director

Performs complex administrative, supervisory, and professional work in planning, organizing, supervising, developing, scheduling, and directing a year-round, Town-wide recreation, parks and recreation services program. Works under the general supervision of the Chief Administration Officer.

This position is considered an emergency/disaster position. During emergency conditions, all Town employees are automatically considered emergency service workers.

Town employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.

Performs management analysis, develops plans and schedules, and coordinates with other internal departments, federal, state, county, and other Town agencies.

Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures to assure sound fiscal control; develops, directs, and prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

Acts as the Purchasing Agent for the department, responsible for monitoring and approving purchase orders and travel requests. Ensures purchasing and travel are in compliance with policies, procedures, and associated budget.

Plan, examine, analyze, and evaluate the recreation, park, and community services program operations.

Evaluate current procedures, practices, and precedents for accomplishing recreation and community services activities and functions and parks services usage.

Identify and resolve operational problems.

Develop and implement alternative methods for work improvements.

Coordinate recreation, parks and community services program activities with interrelated activities of other departments for optimum efficiency.

Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.

Plans, coordinates and directs a diversified year round, Town-wide recreation, park, and community services program, including the management of the community parks, Denton Johnson Center, sports and fitness programs, community events, communications, youth programs, and general programming activities for all residents.

Reviews program areas, implements changes or new programs to meet recreational needs of the community; develops, maintains and implements a Parks & Recreation Master Plan.

Promotes interest in recreation, parks, and community services through brochures and various community groups, and public contacts; speaks before citizens groups, students and other organizations.

Prepares cost estimates to plan and provide for improvements in park services; works with development staff on construction projects and park improvements.

Maintains liaison with other Town departments.

Supervises and manages the planning of all Community & Youth Services programs.

Assists in the training of Town personnel in recreation, parks, and community services systems, programs, and techniques.

Evaluates and selects employees.

Applies proven management techniques and makes decisions on a broad range of employee matters.

Constantly deals with the public and elected officials.

Performs all other duties as assigned.

Graduation from a college or university with a bachelor's degree in recreation, public administration, education, or physical education or a closely related field. Five to seven years’ experience including recreation, parks, youth and seniors programming and related administrative and supervisory experience or an equivalent combination of education and experience.
Possess or must possess National Recreation & Parks Certification (CPRP) within 30 days of employment.
Must possess and maintain a valid State of Florida Commercial Driver's License (CDL).
Must also possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 and ICS-200 within 90 days of employment. There may be additional NIMS required, which will be scheduled by your Town administration.
