Under the Direct Supervision of the Compliance Manager the Compliance Officer will provide for the overall protection of the integrity of gaming activity within the jurisdiction of the Shingle Springs Tribal Gaming Commission [SSTGC]. The Compliance Officer will assist in the day-to-day operations within the Compliance Department to Assure that procedures are carried out in compliance with the National Indian Gaming Commission (NIGC) and Minimum Internal Control Standards (MICS), Tribal State Gaming Compact and the SSTGC as they apply to Class II and Class III gaming. This is an intermediate level position that is responsible for monitoring the gaming floor. This includes certifying gaming devices, performing technical analysis and taking regulatory action as necessary. This position requires a high level of integrity and strict confidentiality.
SPECIFIC RESPONSIBILITIES
Provides systematic and continual review and oversight of the gaming operation’s compliance with the Minimum Internal Control Standards and policies and procedures.
Receives, catalogues and maintains regulated gaming hardware and software sent by gaming vendors and manufacturers in a controlled environment to maintain integrity of all gaming software.
Tests and verifies authenticity of electronic gaming device software and ensures that no gaming device is offered for play until satisfying all requirements of the NIGC MICS and the Tribal-State Compact of the Shingle Springs band of Miwok Indians
Logs and stores all software for destruction and carries out the destruction of software at regular intervals according to regulations.
Monitors and tracks the delivery, installation, relocation, removal, storage, etc. of gaming devices to assure regulatory compliance.
Ensures maintenance of accurate records.
Inspects equipment and supplies to verify integrity and compliance with technical standards.
Maintains security control of electronic gaming devices.
Assists in the reporting and documentation of assigned tasks during internal and state audits.
Analyzes, investigates and assists in resolving patron disputes and malfunctions as assigned, reporting results including recommendations for corrective action to the Director of Compliance or the Compliance Manager.
Verifies in-house jackpots over a specified amount.
Maintains strict confidentiality of all Tribal and Gaming Commission matters.
Must display high standard of professional behavior at all times.
Represents the Tribe’s Gaming Commission in a positive and professional manner, demonstrating honesty and ethical behavior at all times.
Supports a safe work environment by performing all duties in accordance with Tribal safety policies and procedures.
MINIMUM QUALIFICATIONS
Must be at least 21 years of age.
Must have a High school diploma or general education degree (GED);
Must have no less than 2 years’ experience in the Gaming Industry. Regulatory experience preferred.
Must have a general understanding of Indian gaming and the Minimum Internal Control Standards, Policy & Procedures for gaming operations.
Ability to qualify for, obtain and maintain a gaming license issued by the Shingle Springs Tribal Gaming Commission, including pre-employment drug test and criminal background checks
Ability to learn and adequately demonstrate all of the basic skills needed for advancement within the Compliance Officer position.
Must be able to demonstrate knowledge of the Indian Gaming Regulatory Act, the Tribal-State gaming compact sections dealing with on-site regulation and understand basic legal concepts.
Must possess basic knowledge of software verification process through the use of Kobetron and other verification devices and have general understanding of GLI and BMM certification letters and PAR sheets.
Must have general technical knowledge of electronic gaming devices.
Proficiency in the use of common office systems, programs, and equipment (MS Office Applications such as Excel, Word, Outlook, and PowerPoint).
Must be self-motivated and work with little or no supervision.
Must have good writing and verbal communications skills.
Must be of excellent moral character and integrity.
Ability to work in confined office settings with others and to act effectively as a member of a team to resolve problems.
Ability to multitask and to prioritize projects.
Prior experience in dealing with the public.
Maintain a current, valid, and unrestricted California driver’s license.
Ability to assist on an “on-call” basis for unscheduled projects such as major jackpots software verification or vendor assistance.
Travel both local and outside of the state is occasionally required.
Ability to tolerate limited exposure to work areas which may contain secondhand cigarette smoke.
WORKING CONDITIONS
Work Conditions may include, but are not limited to, the following: Bending at the waist, sitting still for extended periods of time, dexterity of hands and fingers to operate a computer keyboard, exposure to secondhand smoke, hearing and speaking to exchange information, seeing to read reports and data and occasional lifting of 50 pounds or more.
NATIVE PREFERENCE
Preference in hiring is given to either the most qualified applicant or a Native American candidate who meets the minimum qualifications. When two (2) or more Native American candidates have comparable qualifications, the following order of preference shall apply: (1) Members of Shingle Springs Band of Miwok Indians; (2) Spouses or domestic partners (certified through Tribal Court) of members of Shingle Springs Band of Miwok Indians; (3) Parents of children of the Shingle Springs Band of Miwok Indians; (4) All other documented Native Americans; (5) All other applicants in accordance with Title 25, U.S. Code, Section 472 and 473. Applicants claiming Native preference must submit verification of Indian eligibility.
