$57,224.29 Annually

Work Hours:

Monday - Friday, 8:00 A.M. - 4:30 P.M. (EST)*Hours may vary due to work assignments, or projects.*

CLASSIFICATION SUMMARY:

Incumbents in this classification are responsible for maintaining City compliance with Federal and State statutes governing the Head Start division of Early Learning. Reviewing City policies and procedures for compliance, providing programs and attending meetings in order to foster partnerships between other City departments and organizations as it relates to Head Start. Work requires limited supervision and the use of independent judgment and discretion.

SERIES LEVEL:

The Compliance Officer is a stand-alone classification.

ESSENTIAL FUNCTIONS:(The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.)

The Compliance Officer fulfills several functions; Monitors operations process and procedures to ensure compliance with legal regulations and ethical standards. Manages information flow by researching, recording, and analyzing data and information.

Collaborates with city departments in federal funds for pre & post-awards, grants, surveys, and keeps records of complaints, and directs compliance issues to the appropriate existing channels for internal or external investigation or resolution as merited.

Serves as the primary point of contact between departmental staff, employees and the human resources department.

Participates in/on a variety of meetings, conferences, and/or other related groups in order to receive and convey information.

Prepares and gives presentations on issues relating to the Early Learning Head Start division as needed.

Participates in developing and implementing new initiatives, programs, and policies to assist the administrative staff.

Organizes special events and functions to bring people together to focus on issues and promote change within the Department of Early Learning Head Start division.

Reviews City policies and practices for compliance with applicable Federal and State statutes which includes researching and drafting new policies to maintain compliance with applicable statutes; investigating issues concerning applicable laws and statutes; preparing related reports and recommendations based on findings; evaluating options and developing action plans to maintain compliance and performing other related activities.

Creates and produces brochures, flyers, postcards, booklets, directories, form letters, surveys, and related collateral items to promote initiatives and programs.

Creates, maintains, and updates the Agency website.

Serve as the first point of contact for Head Start employees with HR concerns.

Enter Assignment Changes in Oracle for staff concerning HR related items.

Provide assistance to employees regarding Family and Medical Leave Act (FMLA), Injury on Duty (IOD), Administrative Leave, and other leave-related inquiries, including balance inquiries and accruals.

Coordinate with supervisors to ensure accurate and timely entry of employee resignations and terminations in Oracle, facilitating precise updates to personnel records. Promptly notify Head Start Payroll of all new hires, terminations, and classification changes to facilitate seamless payroll processing. Maintain open and effective communication channels with Head Start Payroll to ensure smooth handling of employee transitions, including any necessary payouts or reductions.

Develop, oversee, and document the Head Start orientation process. Collaborate with the City HR Department and Head Start staff to ensure a seamless onboarding experience for new staff which includes establishing new employee personnel files and collaborating closely with HR to ensure all necessary documentation is collected for file completion.

Manage fingerprint scheduling and terminated employee files, relocating them to a new location after their expiration. Collaborate with the site director to ensure the maintenance of center personnel files in accordance with child care licensing requirements.

Coordinate with Tennessee Child Care Licensing to track and maintain up-to-date fingerprints for licensing compliance. Furnish necessary documentation to site directors to ensure the maintenance of valid child care licenses."

Ensure that program policies and procedures are updated yearly by coordinating with Content Managers.

Perform program and internal audits to ensure Federal compliance.

Assist staff with HR related questions.

Uses, carries, and answers their cell phone for business purposes as determined by the assigned job duties and the department head.

Must meet regular attendance requirements.

Must be able to maintain good interpersonal relationships with staff, co-workers, managers and citizens.

Must accomplish the essential functions of the job, with or without reasonable accommodations, in a timely manner.

DEPARTMENT SPECIFIC DUTIES (if any):

MINIMUM QUALIFICATIONS:

Bachelor's degree in public administration, business administration, human resources, or a closely related field; supplemented by three (3) years of previous experience and/or training that includes providing technical assistance; maintaining confidential files; interfacing with other departments/division on compliance, process, and procedural issues or any combination of equivalent experience and education.

All employees must maintain Tennessee residency from the date of hire.

Knowledge of customer service principles; applicable Federal, State, and Local laws, ordinances, codes, rules, regulations, standards, policies, and procedures; collaborative mediation techniques; interviewing techniques; research methods; administrative complaint processes; investigative techniques and telephone etiquette. Skill in facilitating mediations; researching and writing legal documents; interviewing clients; providing customer service; interpreting and applying applicable laws, ordinances, codes, rules, regulations, standards, policies, and procedures; preparing business correspondence; handling multiple tasks simultaneously; speaking in public; coordinating special events, educational opportunities and community outreach programs, communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction. Additionally, knowledge of equalized pay principles.

PHYSICAL DEMANDS:Positions in this class typically require fingering, grasping, talking, hearing, seeing, and repetitive motions.

- Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
