Job Description - Compliance Programs Manager


A Career with Purpose 

The Office of Juvenile Affairs (OJA) is searching for a Compliance Programs Manager to join our team. This is an opportunity to bring meaningful changes and tackle issues affecting at-risk youth. If you have experience with policy governance and regulatory compliance, we encourage you to apply. This role will review parole recommendations and manage accreditation standards and audits.

Basic Purpose

The Compliance Programs Manager serves as a senior, agency-wide coordinator and subject-matter expert responsible for compliance, oversight, and administration of critical juvenile justice programs. This position leads agency efforts related to PREA compliance, parole administration, ACA accreditation, policy governance, and federal census reporting. The role works closely with facility leadership, state office executives, external auditors, and legal partners to ensure regulatory compliance, program integrity, and operational consistency. This position exercises independent judgment and provides subject-matter expertise across multiple high-risk and high-visibility program areas. 

Typical Functions

  • Serve as the Agency PREA Coordinator, overseeing implementation, training, investigations tracking, audits, corrective actions, and required state and federal reporting. 

  • Administer the agency parole process, including review of parole recommendations, coordination with parole board members, scheduling hearings, and issuing parole decisions and documentation. 

  • Coordinate targeted review meetings, parole hearings, parole revocations, and administrative transfer hearings in accordance with agency policy and statutory requirements. 

  • Act as the Agency ACA Coordinator for COJC and JSU, managing accreditation cycles, mock audits, official audits, auditor coordination, and accreditation hearings. 

  • Lead annual policy reviews, coordinating revisions with facility leadership, department heads, and the executive team to ensure legal and regulatory compliance. 

  • Serve as the agency Census Coordinator, compiling, reviewing, and submitting required federal census and survey reports by established deadlines. 

  • Maintain confidential and permanent records related to PREA, parole, ACA, policy revisions, and census submissions in accordance with retention and confidentiality standards. 

  • Collaborate with superintendents, administrators, legal counsel, advocates, and executive leadership to resolve compliance issues and implement corrective actions. 

  • Provide training, guidance, and technical assistance to facility and field staff regarding compliance standards, reporting requirements, and procedural expectations. 

Level Descriptor

At this level employees are assigned responsibilities involving the direction or management of a major program, division, unit or function, which is large in size and scope. Responsibilities include program development, direction, planning, and evaluation and organizing and coordinating program services and activities. Incumbents will be given administrative freedom to plan, develop, and organize all phases of the work necessary for its completion within broad program guidelines.

Schedule & Compensation 

  • Work Schedule: M-F 8-5 

  • Annual Salary: $72,000 

Education and Experience

Education and Experience requirements at this level consist of a bachelor's degree and three (3) years of professional experience, or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education.

Knowledge, Skills and Abilities required at this level include knowledge of the methods of organization and management; of public administration; of agency policies and procedures; of grant or contract program requirements; of the legislative process; of basic research and statistical techniques; of federal and state laws and regulations relating to administration of assigned programs; and of supervisory principles and practices. Ability is required to establish and maintain effective working relationships with others; to communicate effectively, both orally and in writing; to establish and develop training programs; to exercise good judgment in analyzing situations and making decisions; to organize and present facts and opinions; to plan, direct, and review the work of others; to analyze complex situations and make responsible decisions; and to coordinate the work of organizational units.

Special Requirements

  • Must be able to pass OSBI and FBI background check. 

  • Applicants may be required to travel as part of their job responsibilities. 

  • Some positions may require a valid Oklahoma Driver’s license for operating state-owned vehicles. 

  • Some positions in this job family are safety sensitive as defined by 63 O.S. § 427.8.
