Salary Range: $47,133.90-$78,627.92

General Description and Classification

The Construction Inspector Supervisor is a pivotal role within the Atlanta Department of Transportation, responsible for leading and managing a team of inspectors. This team plays a critical role in ensuring compliance with regulations and standards for construction activities within the right of way. The supervisor will oversee the issuance of right of way permits, ensuring that construction projects align with the city's guidelines and contribute to the efficient functioning of transportation infrastructure.

Supervision Received

General supervision. Receives assignments and determines method and procedure.

RESPONSIBILITIES

Essential Duties

  • Lead, mentor, and supervise a team of construction inspectors.
  • Conduct regular team meetings, providing guidance, feedback, and support to enhance individual and team performance.
  • Collaborate with other departments and agencies to ensure effective coordination of inspection activities.
  • Oversee the issuance of right of way permits, ensuring thorough and accurate documentation of construction projects.
  • Review permit applications for compliance with city regulations, zoning codes, and other relevant standards.
  • Coordinate with construction stakeholders to address concerns, provide clarification, and ensure adherence to approved permits.
  • Conduct regular inspections of construction sites to verify compliance with approved permits and city standards.
  • Document and report any violations or deviations from approved plans, recommending corrective actions as necessary.
  • Ensure that inspectors maintain accurate records and reports of inspection activities.
  • Stay updated on relevant laws, regulations, and industry best practices related to construction within the right of way.
  • Develop and update inspection procedures to align with evolving standards and regulations.
  • Conduct training sessions for the inspection team to enhance their understanding of relevant policies and procedures.

Decision Making

Uses independent judgment and discretion in managing employees including the handling of emergencies, determining, and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.

Coordinates and/or schedules projects and work assignments.

Leadership

Supervises and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling, and disciplining employees when necessary, and completing employee performance appraisals.

  • In-depth knowledge of construction practices, materials, and methods.
  • Familiarity with relevant local, state, and federal regulations pertaining to construction within the right of way.
  • Proven experience in effectively leading and managing a team of inspectors.
  • Strong organizational and delegation skills to ensure efficient workflow.
  • Excellent communication skills to interact effectively with internal and external stakeholders.
  • Ability to collaborate with various departments, contractors, and regulatory agencies to resolve issues and ensure compliance.
  • Strong analytical and problem-solving skills to identify and address issues during inspections.
  • Ability to make informed decisions and implement corrective actions when necessary.
  • Proficient in maintaining accurate records and preparing comprehensive reports.
  • Attention to detail to ensure thorough documentation of inspection findings and permit compliance.


QUALIFICATIONS

Minimum Qualifications - Education and Experience

Associate degree in engineering, construction management, or related field. 4 years of progressively responsible construction inspection experience in moderate to large construction projects, including public works projects, utility facilities, and/or multi-story buildings, and supervisory experience required; equivalent professional experience may be considered for substitution for the required degree on an exception basis.

Preferred Education & Experience

Bachelor's degree in engineering, construction management, or related field and 5-8 years of progressively responsible construction inspection experience in moderate to large construction projects and supervisory experience preferred.

Licensures and Certifications

A valid driver's license is required.

APWA Certified Public Infrastructure Inspector (CPII)

Physical Ability: Tasks may involve extended periods at a keyboard or workstation. Tasks may involve the regular and sustained performance of moderately demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (10-20 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Tasks may require exposure to such environmental conditions as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogens.
