Rehabilitate Water and Wastewater Systems at Furnace Creek and Cow Creek Areas
The purpose of the project is to rehabilitate, replace, and upgrade various components of the deteriorating water and wastewater systems in the Furnace Creek and Cow Creek developed areas of Death Valley National Park with newly designed systems.
Wastewater system work at both areas will include replacing service laterals, correcting pressured force mains and gravity sewer mains, as well as repairing or replacing the manholes and pump stations. Lagoon improvements will include repairs and upgrades to improve capacity at the Furnace Creek system.
Water system work at Cow Creek will consist of developing a new well, reconstructing the reverse osmosis building, upgrading the control system and air quality monitoring equipment, installing a generator and security fence, and rehabilitation of the non-potable system (trunk and lateral lines) in the housing area. Water system work at Furnace Creek will include rehabilitating reservoir access hatch and internal stairs, constructing a chlorination building, and replacing well pumps. Deficiencies with water distribution piping and appurtenances will also be addressed/replaced at both areas.
The overall objectives of this project are:
Period of Performance:
Approximately 915 calendar days of CM Services between September 2026 and March 2029; however, exact dates of performance have yet to be determined and are dependent upon the start of construction activities.
Seasonal shutdowns during the summer months, when temperatures are known to exceed 115 degrees Fahrenheit, may take place at the construction contractor’s discretion. Seasonal shutdowns, if applicable, will be made known following the construction NTP.
The on-site CMR shall possess the following qualifications:
1. Technological knowledge and abilities such as: utilizing a PC and accessing the internet to perform technological responsibilities; utilizing the CM software management program (ProjectTeam); use of MS Teams to create and record meetings, make calls, and share screens; ability to use MS Word, Excel, Project, Adobe PDF, and any other software programs typically utilized for CM services.
2. Ability to read, interpret, and understand the construction contract, plans, and specifications.
3. Ability to provide accurate, timely communication, and reporting skills from a remote location to the Project Team in order to achieve Quality Control with requirements.
4. Knowledge of similar construction work so that the CMR can observe, document, and confirm conformance to the contract, plans, and specifications. The successful CMR shall have previous experience and/or knowledge of:
5. Have completed the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training. Knowledge in construction practices, including applicable building codes, applicable safety regulations, ability to facilitate, understand, and document pre-inspections, inspections during construction, and post-inspections, and ability to inspect mock-ups.
6. Ability to develop and understand cost estimates, broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead, and profit; evaluate proposals broken down to this level; define and document scope changes, either required by the owner or a result of a differing site condition; understand and document negotiations between the Government and Construction Contractor for the technical scope requirements, prime and subcontractor costs for specific labor, equipment, material, and mark-up details; read and interpret construction schedules to evaluate and document progress or impacts; and evaluate payment requests as they relate to percentages/dollars/activities and services received by the Government that can be paid for based on Construction Contractor progress.
7. Physical abilities, such as standing or walking unassisted, climbing (up or down) to observe contract performance, and being outside in a desert/arid environment for extended periods of time on a daily basis.
