Rehabilitate Water and Wastewater Systems at Furnace Creek and Cow Creek Areas

The purpose of the project is to rehabilitate, replace, and upgrade various components of the deteriorating water and wastewater systems in the Furnace Creek and Cow Creek developed areas of Death Valley National Park with newly designed systems. 

Wastewater system work at both areas will include replacing service laterals, correcting pressured force mains and gravity sewer mains, as well as repairing or replacing the manholes and pump stations. Lagoon improvements will include repairs and upgrades to improve capacity at the Furnace Creek system. 

Water system work at Cow Creek will consist of developing a new well, reconstructing the reverse osmosis building, upgrading the control system and air quality monitoring equipment, installing a generator and security fence, and rehabilitation of the non-potable system (trunk and lateral lines) in the housing area. Water system work at Furnace Creek will include rehabilitating reservoir access hatch and internal stairs, constructing a chlorination building, and replacing well pumps. Deficiencies with water distribution piping and appurtenances will also be addressed/replaced at both areas. 

The overall objectives of this project are: 

• Modernization of water and wastewater systems to provide ease of operation and repair while withstanding environmental factors of extreme dryness, heat, seismic forces, mineralized water, and wind and dust storms; 
• Upgrades to water and wastewater systems to support increasing park visitation and reliable services, especially potable water, to ensure the safety of visitors, staff, and residents; and 
• Rehabilitation of water and wastewater systems with a design that reduces potential impacts to sensitive cultural and environmental resources adjacent to system infrastructure. 

Period of Performance:

Approximately 915 calendar days of CM Services between September 2026 and March 2029; however, exact dates of performance have yet to be determined and are dependent upon the start of construction activities. 

Seasonal shutdowns during the summer months, when temperatures are known to exceed 115 degrees Fahrenheit, may take place at the construction contractor’s discretion. Seasonal shutdowns, if applicable, will be made known following the construction NTP. 

The on-site CMR shall possess the following qualifications: 

1. Technological knowledge and abilities such as: utilizing a PC and accessing the internet to perform technological responsibilities; utilizing the CM software management program (ProjectTeam); use of MS Teams to create and record meetings, make calls, and share screens; ability to use MS Word, Excel, Project, Adobe PDF, and any other software programs typically utilized for CM services. 

2. Ability to read, interpret, and understand the construction contract, plans, and specifications. 

3. Ability to provide accurate, timely communication, and reporting skills from a remote location to the Project Team in order to achieve Quality Control with requirements. 

4. Knowledge of similar construction work so that the CMR can observe, document, and confirm conformance to the contract, plans, and specifications. The successful CMR shall have previous experience and/or knowledge of: 

• Water treatment: pumps, piping, processes, treatment appurtenances, and methods. 
• Wells, water distribution systems (water mains, valves, and appurtenances), and water service connections from the water source and water treatment building. 
• Wastewater treatment: lagoons, lift stations, collection pipes, appurtenances, and methods. 
• Vertical building construction and hot, arid climate durability. 
• NPS DSC Workflows for construction activities, including applicable CMR Duties. 

5. Have completed the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training. Knowledge in construction practices, including applicable building codes, applicable safety regulations, ability to facilitate, understand, and document pre-inspections, inspections during construction, and post-inspections, and ability to inspect mock-ups. 

6. Ability to develop and understand cost estimates, broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead, and profit; evaluate proposals broken down to this level; define and document scope changes, either required by the owner or a result of a differing site condition; understand and document negotiations between the Government and Construction Contractor for the technical scope requirements, prime and subcontractor costs for specific labor, equipment, material, and mark-up details; read and interpret construction schedules to evaluate and document progress or impacts; and evaluate payment requests as they relate to percentages/dollars/activities and services received by the Government that can be paid for based on Construction Contractor progress. 

7. Physical abilities, such as standing or walking unassisted, climbing (up or down) to observe contract performance, and being outside in a desert/arid environment for extended periods of time on a daily basis.

• Full Name
• Education, professional qualifications, trainings/certifications, and registrations related to construction, architecture and engineering, building codes, and safety regulations with a minimum five (5) years of construction management experience. 
• Documentation of required Occupational Safety and Health (OSHA) 30-hour Construction Safety training or demonstration of how the proposed CMR will be able to receive such training within 30 days of Task Order award. (Must provide photo of OSHA Card)
• List of construction projects in which the proposed CMR has worked on those projects that are similar to this requirement, describing the specific work / tasks performed by the proposed CMR. Provide a brief description of the project, location of the project, duration dates of the project, dollar value of the project, applicable Contract / Task Order number(s), and any other pertinent details of the project, as well as the contact information (phone and email address) for the project owner’s representative. 
• Experience with water treatment facilities, water distribution systems, wastewater collections systems, SCADA, demolition and rehabilitation, foundation pours, electrical and controls, processing piping, water storage facilities, wastewater lagoon construction, commissioning and training, and construction in arid climates with extreme heat. 
• Demonstrated ability to work with multiple crews on-site and provide timely communication / reporting skills with off-site Architect-Engineer (AE) Firms and Government Contracting Officer’s Representatives (COR) to achieve quality control. 
• Experience working with ProjectTeam Software on processing change orders and submittals, responding to requests for information (RFI), documenting daily field observation reports, reviewing completed work for payment requests, reviewing certified payrolls, conducting labor interviews, analyzing proposals for technical and cost considerations. 
• Demonstrated ability to conduct/facilitate weekly progress meetings and prepare meeting minutes afterwards, noting familiarity with the use of Project Team and other construction management software programs. 
• Experience with developing construction cost estimates and reviewing construction schedules, noting proficiency with respective software programs. 
• Other experience and qualifications relevant to the same or similar work required under this Task Order. 
• Familiarity with Federal Government construction projects, NPS and/or Denver Service Center (DSC) policies, procedures, and processes may be rated more favorably. Knowledge of and experience with NPS DSC Workflows for construction activities and Project Team construction management software program may also be more favorably rated.
