Location: Hybrid opportunity based in San Antonio, Texas, offering the flexibility of a hybrid schedule while maintaining close collaboration with leadership, project teams, and federal clients.

Note: This role requires 8+ years of direct federal construction program management experience. Candidates should have extensive experience managing Department of Defense (DoD) or other federal construction programs, strong business development and client relationship skills, and a bachelor's degree in Construction Management, Business, Engineering, or a related field.

Job Description

  • Lead multiple federal construction programs from opportunity identification and capture through successful execution.
  • Develop overall program strategies, budgets, schedules, and performance objectives.
  • Serve as the primary point of contact for federal clients and maintain strong long-term relationships.
  • Manage technical, operational, and financial performance across assigned programs.
  • Oversee and mentor Project Managers while supporting their professional growth and project success.
  • Conduct regular program reviews to monitor schedules, budgets, risks, and overall performance.
  • Support business development efforts by identifying new opportunities and developing capture strategies.
  • Lead proposal development, pricing strategy, and contract transition activities.
  • Collaborate with estimating, operations, and leadership teams to develop accurate project estimates.
  • Ensure contract compliance, quality standards, and successful delivery of all contractual requirements.
  • Coordinate internal resources and external partners to achieve program objectives.
  • Monitor project financials and proactively resolve risks, issues, and client concerns.
  • Maintain the highest standards of professionalism, ethics, safety, and customer satisfaction.
  • Represent the organization with federal agencies while strengthening strategic partnerships.
  • Perform project management responsibilities when required to support program success.

Qualifications

  • Bachelor's degree in Construction Management, Business Administration, Engineering, or a related field.
  • 8+ years of federal construction program management experience.
  • Strong experience managing DoD or other federal construction contracts.
  • Proven success overseeing multiple complex construction projects simultaneously.
  • Experience with business development, opportunity capture, and proposal management.
  • Strong financial management, budgeting, and program oversight experience.
  • Excellent leadership, communication, negotiation, and client relationship skills.
  • Experience using Microsoft Office and Procore.
  • Valid driver's license.
  • Professional Engineer (PE), Professional Geologist (PG), or similar professional registration preferred.
  • PMP certification is a strong plus.
  • Experience with Cost Plus Fixed Fee, Unit Price, and Firm Fixed Price contracts is preferred.
