Your Role and Responsibilities The Business Lead is expected to be a key staff position throughout the entire contract term. Serves as a liaison among stakeholders to ensure adherence to the structure, policies, and operations of the State of West Virginia Department of Human Services (DoHS). Ensures requirements are efficiently and effectively addressed by the solution. Coordinates the day-to-day operational activities and facilitates communication between the business analysts and development and Quality Assurance (QA) teams. Manages business analyst resources, assigns tasks, oversees work products and their completion, monitors the schedule, and ensures resources are utilized efficiently and effectively. Provides expert guidance ensuring that policy and business rules defined by the State are correctly implemented in the IBM solution. Serves as the senior business expert with a strong understanding of the State's Medicaid program and the IBM business applications. Ensures State requirements and reporting needs, including those that exceed the standard reporting package, are addressed. Provides ad hoc reporting, as requested by DoHS. Manages the processes and procedures associated with system change orders. Manages the Requirements Traceability Matrix.
Required Technical and Professional Expertise 1.Required to work onsite at the IBM office in Charleston, West Virginia, Monday through Friday 8:00 AM ET - 5:00 PM ET. 2. Minimum 8 years demonstrated experience working within a State Medicaid Agency with operations of similar size to West Virginia or a large healthcare provider management organization, including client-facing responsibility 3. Demonstrated expertise in Medicaid policy, Medicaid data and claims processing, healthcare data analytics, and business analysis 4. Strong understanding and demonstrated experience using IBM Cognos Analytics to support and design reports, dashboards and queries in support of state client needs
Preferred Technical and Professional Expertise 1. Degree or certifications in health informatics, data science, or similar field 2. Super-user experience with IBM Cloud Pak for Data, Information Analyzer, Information Governance Catalog, Esri ArcGIS, Toad, J-SURS, CaseIQ (formerly i-Sight) 3. Experience working with the State of West Virginia Bureau for Medical Services (runs the state Medicaid program) 4. Experience working in Medicaid program integrity (fraud and abuse detection, utilization review)" #J-18808-Ljbffr
