Contract Manager, Corporate Supply Chain
Job Summary:
The Contract Manager performs core functions to include defining business requirements, negotiation, contract award and implementation. The Contract Manager leads vendor negotiations, supports Value Analysis and has knowledge of contract to ensure compliance with all hospital, regulatory, and legal guidelines regarding contracting and conducts efficient interactions with the Legal team. The Contract Manager identifies savings opportunities and develops vendor and category plans based on commodity, vendor or strategic initiative, documenting cost savings and process improvement activities. Sets priorities based on stakeholder input, savings potential, and organizational readiness. The Contract Manager collects and conducts analysis of spend data and other utilization data to identify expense reduction and operational improvement opportunities as well as to optimize vendor negotiations. The Contract Manager works collaboratively with all levels of Supply Chain staff, mentors Contract Associates. Provides insight and suggestions for process and communication improvement between Supply Chain stakeholders.
Responsibilities:
Contracting -
Manages assigned portfolio of contracts ensuring contracts are current and comply with UPHS contract standards.
Collaborates with department management to indemnify GPO agreements for goods and services and takes action to implement/access agreements.
Develops Requests for Proposal (RFP) as needed.
Leads contract negotiations with vendors adhering to UPHS guidelines.
Identifies contract risks and collaborates with UPHS Legal to mitigate risk and protect the organization.
In collaboration with department management, identify all appropriate GPO agreements for goods and services utilized by UPHS and take appropriate action to implement/access these contracts.
Completes all appropriate pricing analysis, benchmarking, detailed contracts T & C comparisons and proactively handles all negotiations.
Initiates and chairs appropriate ad hoc teams to address contract implementation.
Ensures completion with established targets.
Responds to back order escalations in situations that impact patient care or daily operations across multiple departments or entities.
Ensures business reviews are conducted per the agreement or department guideline. Responsible for follow up on identified opportunities or lack of compliance.
Relationship Management and Collaboration-
Serves as the subject matter expert for UPHS on contracting and negations with a product category.
Mentors Contract Associates and others on contract negotiations, complex agreements and cost savings identification.
Develops relationships across the Supply Chain team, including various virtual teams (or Pods) and with key entity-based stakeholders to support operations.
Liaison to all UPHS departments and ensures that their procurement or materials needs are met.
Serves as primary liaison between vendors and assigned UPHS departments.
Analytics/ Planning-
Reviews and analyzes supply trends and utilization, and recommends purchasing practice changes to ensure lowest price paid.
Works to identify opportunities for standardization and utilization management within a product categories and potential to leverage across entities.
Utilizes critical thinking skills to analyze complex contracting proposals, draws concise conclusions and presents to leaders.
Reviews and analyzes supply (product) trends and utilization, and recommends purchasing practice changes to ensure we pay the lowest appropriate cost for all goods and services.
Communication-
Responds promptly and follows through to meet customer needs, as required.
Leverages relationships with vendor contacts, MVA’s and other supply chain resources to keep appraised of key new technologies, programs or events that may impact contracts or ability to obtain necessary supplies and services.
Skilled in analytical, written and oral presentations.
Process and Metrics-
Ensures service agreements are renewed, extended or terminated prior to expiration of current agreement.
Assists in the development and implementation of new processes and metrics.
Identifies and implements savings opportunities to support the established department savings target.
Performs duties in accordance with Penn Medicine and entity values, policies, and procedures.
Other duties as assigned to support the unit, department, entity, and health system organization.
Education and Experience:
High School Diploma/ GED (Required).
5+ years of supply chain experience in Purchasing/ Materials Management; preferably in a complex integrated delivery network or academic medical center (Required).
Previous experience with contract negotiations (Required).
Previous project management, team leadership or supervisory skills (Required).
Bachelor's degree, preferably in Health Administration, Health Policy, Finance or Accounting (Preferred).
Skills and Abilities:
Demonstrated ability in using PC’s and Microsoft Office Suite.
Demonstrated experience in use of purchasing/materials management information systems or equivalent financial management system.
Strong organizational skills to handle multiple complex projects with aggressive deadlines.
Demonstrated contract negotiation skills.
