Job Description - Contract Manager Fort Bragg, NC




Description

ESSENTIAL DUTIES AND RESPONSIBILITIES:  

To perform this job successfully, an individual must be able to perform each of the essential duties and responsibilities listed in a satisfactory manner: 

·  Responsible for all operational requirements within the maintenance support area (MSA), inclusive of vehicles, weapons, communications, electronic and special purpose equipment sensitive items storage and accountability. 

·  Oversees the Transportation and Movement Sections, providing: transportation support in and around Fort Bragg; MHE support; unit movement assistance; air/rail/sea transportation coordination. 

· Maintains and develops positive relationships with a customer's key personnel involved in or directly relevant to the Material Management and Supply activity.

· Develops an understanding of customers' needs and take actions to ensure that such needs are met.

· Reviews logistics performance with customers against targets, benchmarks and service agreements.

· Develops and implements technical project management tools such as plans, schedules, and responsibility and compliance matrices.

· Directs team activities, establishing task priorities, scheduling and tracking work assignments, providing guidance, and ensuring the availability of resources.

· Assists in preparing / briefing mission requirements and logistics operations activities to the Garrison Support Organization (GSO) leadership and government personnel as required. 

· Assists in projecting manpower utilization based upon workload and makes recommendations to project management staff concerning personnel actions.

SUPERVISORY RESPONSIBILITIES: Supervise personnel to perform logistic support for mobilization/demobilization requirements.

QUALIFICATIONS: 

The requirements identified below are representative of the knowledge, skills and/or abilities required to satisfactorily meet the expectations of this job:

·   Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. 

· Knowledge of management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources. 

·  Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times. 

·  Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. 

·  Communicating effectively in writing as appropriate for the needs of the audience. 

·  The ability to apply general rules to specific problems to produce answers that make sense.

·  The ability to combine pieces of information to form general rules or conclusions (includes finding a relationship among seemingly unrelated events). 

·  The ability to communicate information and ideas in speaking so others will understand. 

·  Must be able to operate a Personal Computer (PC) with a functional knowledge of Microsoft Office Applications (primarily Microsoft Word, Excel, Outlook, Power Point and Windows graphical user interface) and Data/web based systems required for task area performing work. 

·  Must have a working knowledge of Army rank structure and military unit relationships (e.g., Company, Battalion, Brigade, Division, etc). 

·  Must be able to work under stressful conditions and be physically able to demonstrate the training/support tasks to standard. 

·  Must have a working knowledge of mobilization/demobilization operations IAW FORSCOM Regulation 500-3-1 thru 500-3-5. 

·  Must have the appropriate qualifications, certification, and/or license under the requirements for the task area being performed under this contract prior to commencement of work. 

·  Must able to obtain and maintain a SECRET security clearance.


Requirements

 

EDUCATION and/or EXPERIENCE: 

Must have at least two (2) years experience in either heavy equipment operations, heavy vehicle maintenance, arms/weapons maintenance, electronics repair, or warehouse operations experience. Preferred management experience in logistics equivalent to a military non-commissioned officer. Preferred two (2) years safety/risk management experience. Possess a high school diploma or equivalent. An equivalent combination of education and experience as identified above. Must possess SECRET security clearance. 

LANGUAGE SKILLS: 

Must be able to speak, read, write, and understand English. Ability to read, comprehend and explain instructions, letters, memos, emails and correspondence from inside the organization as well as from external sources. Ability to effectively respond, communicate and present information to senior management, contracting officials, clients and other employees in the organization.  

REASONING ABILITY: 

Ability to organize work, define and solve problems, establish and manage priorities, collect data, establish facts and draw valid conclusions based on facts. Manager participates in prioritization of work and decision-making on allocation of resources. The incumbent must be able to analyze a situation analytically, evaluate the facts/data and formulate a plan of action.

CERTIFICATES, LICENSES, REGISTRATIONS: Must possess a valid U.S. state driver’s license, applicable for the type and class of vehicle being operated.

While performing the duties of this job, the employee is regularly required to sit and talk or hear.  Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus.

WORK ENVIRONMENT:  

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.  Duties are primarily performed outdoors with travel to off-site projects and may involve work in warehouses, supply points, motor pools, maintenance facilities and other such areas.
