The

Division of Disease Control and Public Health Response (DCPHR)

exists to ensure that the Department has the ability to effectively monitor, detect, diagnose, prepare for, and nimbly respond to, all types of conditions and events that impact the public’s health. The division includes the Office of Emergency Preparedness and Response; State Public Health Laboratory; Health Equity Branch, Communicable Disease Branch; Immunization Branch; Public Health Informatics, Reporting, Technology Branch; Refugee Branch; and Operations Branch. The Division exists to ensure that the Department has the ability to effectively prepare for, monitor, detect, diagnose, investigate, and nimbly respond to all types of conditions, events, and disasters that impact the public’s health.

The Unit:
The Client Services Unit exists to provide guidance and act as a liaison for clients and stakeholders of the lab, and to support internal lab teams with communications, coordination, and special projects. The unit currently carries out several functions: general customer service and technical assistance for lab clients, regional sample coordination, contract monitoring, and special projects. It consists of one supervisor, four leads and 11 frontline staff.

What you will be doing:
The Contract Monitor supervisor performs a set of documented planned, ongoing and periodic activities to determine whether the contractor (contractor, grantee, subrecipient or vendor) is in compliance with the contract (grant, purchase order or other commitment document) agreement terms and conditions, and any applicable laws and regulations. The position must maintain current knowledge of department contract monitoring policy and guidance, and the laws, rules, and policies associated with procurement and contracting as required by the funding source. This position guides and oversee a team of COVID contract monitors.

Contract Monitoring

Assures that the contracts in the program/division/department are appropriately monitored to the deliverables, timelines, quality, budget, and business relations detailed in the agreement.
Adheres to the department Contract Monitoring Policy 13.5, Contract Monitor Program User’s Manual, and other applicable laws and regulations for all contracts.
Performs key monitoring tasks for each contract in accordance with the work and timelines specified in the contract.
Develops and maintains communication plans with current contact information for the monitoring team.
Supervisor for Contract Monitors

Provide supervision for a minimum of 3 professional FTE and up to 3 contracted staff.
Ensure services and products delivered by staff are of superior quality, timeliness and quantity and contribute to the unit work plan objectives.
Implement methods, procedures, and processes to improve workflow and productivity.
Provide feedback and coaching to staff on work and projects, assist in training staff. Establishes work schedules, reviews and approves work time and absences, and identifies training and developmental needs, as well as providing training to develop skills

MINIMUM QUALIFICATIONS:

Education and Experience:

Option 1:
Bachelor's degree** from an accredited institution in accounting, finance, business administration, public administration or a field of study closely related to the work assignment.
AND
Four (4) years of professional experience* in contract administration, accounting, finance,

purchasing or an occupational field closely related to the work assigned to the position.

OR:

Option 2:
Eight (8) years of professional experience* in contract administration, accounting, finance, purchasing or an occupational field closely related to the work assigned to the position.

OR:

Option 3:
Master's degree** from an accredited institution in

accounting, finance, business administration, public administration or

a field of study closely related to the work assignment.
AND
Two (2) years of professional experience* in

contract administration, accounting, finance, purchasing

or an occupational field closely related to the work assigned to the position.

*This experience must be substantiated within the Work Experience section of your application.

The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate.

Relevant years of State service
Experience supervising the work product of a team.
Experience of the State of Colorado fiscal rules and contracting policies and procedures.
Experience managing multiple contracts.
Experience with audit or compliance review.
Experience with documentation and tracking procedures for contract deliverables.
Experience with monitoring contract budgets.
Experience analyzing data.
Experience with Microsoft suite.
Experience with Google suite.
Ability to present ideas accurately, effectively, and concisely, both verbally and in writing.
Ability to identify and resolve problems and make decisions using critical thinking skills.
Ability to develop and maintain effective working relationships.
Conditions of Employment:
Pursuant to CDPHE policy, a background check is required for all positions at CDPHE.
Critical Status:

This is a critical position and can be expected to work and/or remain at their worksite in delayed start, early release, or closure situations.
Must be available in the event of the activation of the Continuity of Operations Plan (COOP) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.
Must be available in the event of an emergency, (e.g., bio-terrorist attack, chemical attack, disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.
