Title:  Contract Specialist I/II

Location:  Oklahoma City, OK - Remote
Clearance:  Public Trust
Security Clearance Statement: This position requires a government security clearance; the applicant must be a U.S. Citizen for consideration.

Work Day:  Monday – Friday


Job Summary:

Aalis Management Consulting is seeking two Contract Specialists to perform end-to-end federal procurement activities ("cradle-to-grave") in compliance with the Federal Acquisition Regulation (FAR), VA Acquisition Regulation (VAAR), and Veterans Health Administration (VHA) guidelines. The ideal candidate will excel in pre-award documentation, cost analysis, contract administration, and stakeholder collaboration to support the procurement of supplies, services, and construction for federal agencies.

Key Responsibilities:
  • Prepare pre-solicitation documentation, including Performance Work Statements (PWS), solicitations (RFQ/RFP), and acquisition plans.
  • Conduct market research to support procurement strategies and sole-source justifications.
  • Develop synopsis and solicitation documents in alignment with FAR/VAAR requirements.
  • Assist in source selection processes, including evaluation criteria and competitive range determinations.
  • Perform price/cost analysis and prepare Independent Government Cost Estimates (IGCEs).
  • Draft award documentation, including contracts, task orders, and negotiation memorandums.
  • Advise Contracting Officers on financial and pricing matters during negotiations.
  • Utilize VHA Procurement Action Lead Time (PALT) to ensure timely award execution.
  • Administer contracts, including modifications, option exercises, and closeouts.
  • Monitor contractor performance and resolve disputes in collaboration with CORs.
  • Maintain mandatory contract file documentation for audits and compliance.
  • Provide procurement guidance to internal stakeholders per FAR 7.503.
  • Research and interpret FAR, VAAR, and agency-specific policies to support decision-making.
  • Ensure adherence to small business (SB) set-asides and reporting requirements.
  • Track and report procurement metrics (e.g., PALT, cost savings).
Required Qualifications:

Junior Contract Specialist:
  • At least two (2) years of relevant experience working with computer systems is necessary. The candidate must also be able to communicate effectively orally and in writing.
  • Provides basic support to Contract Specialists in one or more phases of the procurement lifecycle.
  • Support may include assistance in processing of incoming transactions for assignment, acquisition planning, acquisition document development, proposal evaluation, contract administration, and contract close-out.
  • Candidate shall have demonstrated knowledge of computer applications (MS Word, Excel, etc.)
Mid-Level Contract Specialist:
  • A Bachelor’s degree from an accredited college or university is required. Coursework must have included at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
  • At least six (6) years of federal contract (cradle-to-grave) experience.
  • Expertise in FAR/VAAR, cost analysis, and contract administration.
  • Familiarity with VHA PALT and healthcare procurement (preferred).
  • FAC-C Level I/II or DAWIA Certification (preferred).
  • Proficiency in PRISM, SAM.gov, CPARS, and Microsoft Office.
  • Experience with GSA Schedules and simplified acquisitions.
  • Strong communication (written/oral) for stakeholder collaboration.
  • Analytical mindset for cost/price evaluations.
