Job Description - Controller

This is not a union position. 



JOB SUMMARY


The Controller is responsible for leading the day-to-day financial accounting operations of Ferry County Health, ensuring accurate and timely recording of all financial transactions and compliance with applicable laws, regulations, and organizational policies. This position oversees the general ledger, monthly closing, financial reporting, budgeting processes, and key accounting functions including payroll and accounts payable. The Controller provides analysis and recommendations to the Chief Financial Officer and leadership team, supports strategic decision-making, and supervises assigned accounting staff.


 


ESSENTIAL DUTIES AND RESPONSIBILITES



  • Oversee accounting operations including general ledger, monthly close, accounts payable, payroll, and related systems to ensure timeliness, accuracy, and strong internal controls.

  • Lead preparation of monthly, quarterly, and annual financial statements and management reports, including variance analysis and key performance indicators at the direction of the CFO.

  • Ensure compliance with GAAP, federal and state regulations, payer requirements, and hospital policies and procedures for all accounting activities.

  • Manage bank and trust account reconciliations, cash posting oversight, and monitoring cash activity to support liquidity and stewardship of assets.

  • Coordinate the annual operating and capital budget process, including development of projections, analysis of trends, and support for department leaders at the direction of the CFO. Coordinate audit and cost report support, including preparation of schedules, responding to auditor inquiries, and implementing recommendations.

  • Serve as a key financial resource to the CFO and leadership team, translating financial results into actionable insights and recommendations.

  • Supervise, coach, and evaluate fiscal services staff; participate in recruitment, onboarding, performance management, and scheduling.

  • Participate in financial and operational improvement initiatives, including testing and implementation of system changes impacting accounting and reporting.



PROFESSIONAL REQUIREMENTS

  • Maintains regulatory requirements.

  • Reports to work on time and as scheduled.

  • Wears identification while on duty; uses computerized punch time system correctly.

  • Represents the organization in a positive and professional manner in the community.

  • Attends annual review and department in-services as scheduled.

  • Attends at least 75% of staff meetings; reviews all monthly staff meeting minutes.

  • Actively participates in the department’s quality improvement (QI) activities.

  • Complies with all organizational policies regarding ethical business practices and the employee handbook.

  • Communicates the mission, vision and values of the organization as well as the focus of the department.



  • Maintains a good working relationship within the department and with other departments.

  • Supports and maintains a culture of safety and quality. (Moved from Essential Duties)



  • Meets dress code standards for the department; appearance is neat and clean.

  • All Ferry County Health employees are required to maintain confidentiality in accordance with organizational policy, state and federal regulations, including not but limited to, the Health Insurance Portability and Accountability Act (HIPAA).



JOB KNOWLEDGE & QUALIFICATIONS


Education and/or Work Experience Requirements



  • Bachelor's degree in Accounting, Finance, or related field required; Bachelor's in Accounting preferred. Minimum three (3) years of progressively responsible accounting experience; healthcare or hospital experience strongly preferred.

  • Prior supervisory or lead experience in an accounting environment preferred.

  • CPA, CHFP, HFMA certification, or similar professional designation preferred but not required.


 


OTHER SKILLS & ABILITIES


Technical Skills




  • Strong knowledge of GAAP and healthcare accounting principles; familiarity with Medicare/Medicaid reimbursement a plus.

  • Proficiency with Microsoft Excel and financial systems/ERP; experience with hospital information systems (Meditech) preferred.

  • Demonstrated ability to analyze complex financial data, identify trends, and communicate results clearly to non-financial audiences.


 


Language Skills


Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, patients, customers, and the general public.


 


Mathematical Skills


Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical solutions.


 


Reasoning Ability


Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
