Location: HISD Police Department \n\nDepartment: Police Dept - Safety \u0026 Emrgcy Mgmt \n\nArea:District Wide \n\nContract Months:12 \n\nSalary Range: $85,000.00 \u2013 $105,000.00 \n\nAcademic Year: 25-26 \n\n## JOB SUMMARY\n\nThe Coordinator 2 is responsible for the management of an effective districtwide safety management and emergency preparedness program. The Coordinator serves as the subject matter expert on safety and emergency management and works closely with other district departments and outside emergency management agencies, including the City of Houston Office of Emergency Management. \n\n## MAJOR DUTIES \u0026 RESPONSIBILITIES\n\n1\\. Coordinates all activities of the senior leadership team and the Safety \u0026 Emergency Management (SEM) Department, including planning, coordinating, facilitating, and managing follow-ups from meetings. \n2\\. Reviews and updates the Multi-Hazard Emergency Operations Plan to improve the district\u2019s ability to respond to and recover from the effects of human made, natural or technological disasters. \n3\\. Ensures compliance with applicable Texas Administrative Code (TAC), Texas Education Code (TEC), federal and state laws and compatibility with city, county, state, and federal requirements. \n4\\. Prepares communications from the senior leadership and from the SEM Department in response to requests for information from stakeholders including, but not limited to, the Board of Education, employee associations, employees, partner organizations, funders, media, and other public information requesters. \n5\\. Executes special projects of high priority to the department and the district.\n\n## MAJOR DUTIES \u0026 RESPONSIBILITIES CONTINUED\n\n6\\. Resolves issues and concerns elevated to or on behalf of individual employees, candidates, or other stakeholders. \n7\\. Maintain and update departmental records, databases, and filing systems, ensuring confidentiality and data integrity. \n8\\. Coordinates with development of the district\u2019s training and exercise program to include workshops, tabletops, drills, and exercises. \n9\\. Provides oversight of required campus and facility safety audits, as required by Texas Education Agency. \n10\\. Responds to and assists with emergency events by serving as the district\u2019s liaison with external emergency agencies. \n11\\. Manages the state reporting electronic system, Sentinel, for Intruder Detection Audits conducted by the state. \n12\\. Performs other job-related duties as assigned.\n\n## EDUCATION\n\nBachelor\u2019s degree in a relevant field; Master\u2019s degree preferred\n\n*Applicants who do not meet these education qualifications may be considered if they have a unique combination of education and work experiences that indicate potential for success in this role.\n\n## WORK EXPERIENCE\n\nAt least 5 years working in the district/central office of a large urban school district, with 3 years of experience in emergency management preferred\n\n*Applicants who do not meet these work experience qualifications may be considered if they have a unique combination of education and work experiences that indicate potential for success in this role.\n\n## SKILL AND/OR REQUIRED LICENSING/CERTIFICATION\n\nHigh proficiency in use of technology (data entry, advanced software platforms, electronic reporting, cell phones, two-way radio use, troubleshooting of hardware and various systems and software)\n\nMust have a good working knowledge of the following: \n\\- Standard Response Protocol/Standard Reunification Method \n\\- School Safety and Security Audit Process \n\\- School Safety and Security Standards (TEC 37, TAC 19 61.1031) \n\\- TxSSC Multi-Hazard Emergency Operations Plan \n\\- Training, Drills, and Exercises \n\\- Behavior Threat Assessments \n\\- Certified in ICS 100.c, 200.c, 362.a, 700.b, 800.c)\n\n## LEADERSHIP RESPONSIBILITIES\n\nProvides day-to-day direction to staff; may become directly involved, as required, to meet schedules and resolve problems. Responsible for assigning work, meeting completion dates, interpreting and ensuring application of policies and procedures. Receives assignments in the form of objectives, with goals and the process by which to meet goals. Allocates resource according to priorities and serves as primary decision maker regarding hiring, performance, and budget recommendations.\n\n## WORK COMPLEXITY/INDEPENDENT JUDGMENT\n\nWork is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.\n\n## BUDGET AUTHORITY\n\nParticipates in a group plan and/or advises on budget development.\n\n## PROBLEM SOLVING\n\nDecisions are made on both routine and non-routine matters with some latitude but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.\n\n## IMPACT OF DECISIONS\n\nDecisions have considerable impact to multiple divisions or the organization causing risks or improvements to relationships, significant efficiencies, or delays in operations, and/or significant financial gains or expenses. \nErrors are serious and difficult to discover, normally involve decisions not subject to detailed review and will result in excessive costs and/or significant project delays.\n\n## COMMUNICATION/INTERACTIONS\n\nCollaborate and solve problems \u2013 works with others to resolve problems, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.\n\n## CUSTOMER RELATIONSHIPS\n\nLeads others in the resolution of highly sensitive and confidential issues on behalf of the department.
