Coordinator of Youth Runaway & Homeless Services

 Zepf Center has been serving the Lucas County community for over 50 years. We are the leading provider of behavioral health and substance use disorder services in Northwest Ohio. Services include adult and child psychiatric, substance abuse, case management, residential, Crisis Care, and therapy programs, as well as career development and wellness services. Zepf Center also offers primary care medical services to our patients to contribute to their continuum of care. Zepf Center is a trauma-informed agency and environment for both patients and staff. 

We are seeking a Manager of Youth Runaway & Homeless Services to serve the residents of Safety Net, the only shelter serving runaway homeless youth in NW Ohio.

Essential Duties and Responsibilities:

• Provides personnel management functions for shelter and SOP staff including administrative supervision, annual evaluations, hiring, disciplinary action, and other personnel management functions. Provides regular in-person supervision to staff.
• Monitors performance towards departmental goals, objectives, and outcomes. Ensures the agency’s philosophy, mission, and vision are carried out.
• Oversees operations of the shelter and street outreach programs and ensures all necessary items (food, clothing, personal care, etc.) are available. Maintains a clean and safe facility and adheres to safety protocols.
• Manages daily schedules and monthly on-call to ensure adequate staffing and coverage. Minimize use of overtime. Required to be on-call for residential specialists to assist with operational needs.
• Ensures delivery of services to youth are presented professionally and are in line with funding outcomes.
• Manages productivity of staff – daily, weekly, monthly.
• Monitors and ensures programmatic and all related expenditures follow established priorities and remain within the constraints of the budget.
• Ensures all program rules, procedures, and policies comply with all state and federal laws and pertinent funding or accrediting body standards and rules for the purposes of (1) providing emergency shelter to runaway or homeless youth and (2) ensures residents are linked with appropriate behavioral health services.
• Implements staff development and training programs.
• Prepares, monitors, and disseminates required reports outlined by funding and oversight bodies. Collaborate with the program evaluator and ensures data is made available for reports and analysis.
• Participates in RHY calls with federal, state, and local officials. Coordinates advisory board activities.
• Participates in bi-weekly meetings with program director and other key staff.
• Perform other duties as assigned.

Specific/Individual Competencies:

• Knowledge of emergency housing rules, regulations, and procedures related to runaway or homeless youth
• Knowledge of mental health and SID services and processes, as relates to children and adolescents
• Ability to plan, organize, monitor, and evaluate program needs while understanding the consequences of a decision and the ability to go forth with a decision and see it through to a successful conclusion
• Demonstrated ability to relate well to personnel and public
• A positive past work experience, flexible, good oral/written communication skills

• Master’s degree in social services or a related field preferred.
• Program development and grant management preferred.
• 5 year’s management experience, including experience with emergency housing, behavioral health clinical program oversight and personnel management.
• This is a full-time days, some flexibility for nights and weekends required as the shelter is a 24/7 unit.
