Job Description:

Overview

The purpose of this position is to lead and manage the technical planning, execution, and operational reliability of the City’s live, hybrid public meetings and associated broadcast and streaming systems. This role ensures the successful recording, broadcasting, and live streaming of City Commission, Advisory Board, and other public meetings, while maintaining and troubleshooting the networked audio-visual systems that support these functions. This position also oversees government access programming and other video services, including select productions, archival access, and video-specific public records requests. The work contributes substantially to the efficiency, transparency, and effectiveness of the Office of the City Auditor and Clerk and its ability to deliver consistently reliable, high-quality public meeting services to the city and the community.

Essential Functions

  • Leads the technical coordination, setup, execution, and troubleshooting of live City Commission, Advisory Board, and other public meetings for broadcast and live streaming.

  • Serves as primary technical owner of the City’s public meeting audio-visual systems, including control rooms, meeting chambers, networked audio/video infrastructure, and related hardware and software.

  • Ensures operational readiness, redundancy, and reliability of systems prior to and during live meetings, responding quickly and effectively to technical issues under time-sensitive conditions.

  • Continuously evaluates system performance and recommends upgrades, configuration changes, and workflow improvements to enhance reliability, efficiency, and user experience.

  • Coordinates the recording, broadcasting, and live streaming of public meetings on government access channels and digital platforms.

  • Oversees compliance with applicable federal, state, and local regulations related to government access broadcasting and public records.

  • Maintains accurate records, archives, and documentation related to broadcasts, recordings, and system operations.

  • Coordinates government access programming and other video productions as needed, including planning, scheduling, and execution.

  • Selects and coordinates production components such as staffing, equipment, lighting, audio, graphics, recording workflows, and post-production.

  • Collaborates with internal staff to develop graphics, motion elements, and other visual assets to support City communications.

  • Provides technical guidance and support to City staff and the public for presentations at public meetings.

  • Works collaboratively with the Information Technology Department, the Clerk’s Office staff, external vendors, and other departments to support integrated meeting and broadcast operations.

  • Assists in developing and managing budgets related to public broadcasting and meeting systems.

  • Researches emerging technologies, evaluates system needs, and prepares recommendations and reports for leadership.

  • Participates in emergency operations support and other special assignments as required.

Minimum Qualifications

  • Bachelor's Degree from an accredited college or university in Communications, Broadcasting, Audio-Visual Technology, Information Systems, or a closely related field,

  • Three (3) years experience supporting live broadcast, streaming, or complex audio-visual systems, including real-time troubleshooting,

  • Or the equivalent in education, training, and experience which would provide the necessary knowledge, skills and abilities.

Job Based Competencies

  • Strong knowledge of live meeting production environments, broadcast and streaming workflows, and networked audio-visual systems.

  • Demonstrated ability to troubleshoot and resolve technical issues under live, high-visibility conditions.

  • Working knowledge of applicable laws, regulations, and public records requirements related to government broadcasting.

  • Ability to research information involving unusual problems or government access program needs, analyze data to arrive at valid conclusions and prepare and implement appropriate action plans for improvements.

  • Ability to communicate effectively and clearly, both orally and in writing, and to prepare succinct, coherent and accurate reports and analyses.

  • Ability to evaluate system performance, identify risks, and recommend improvements.

  • Ability to lead staff, manage priorities, and meet strict deadlines with minimal supervision.

  • Ability to work on a flexible schedule, including weekends and evenings as required by public meetings.

  • Ability to work independently, with minimum supervisory direction, and to establish work priorities and follow-up actions required to meet strict deadlines accurately and completely.

  • Ability to establish and maintain effective working relationships within the Office of the City Auditor and Clerk and with other City and Sarasota County officials and employees, as well as officials of state agencies and public and private organizations involved or interested in government access programming and broadcasting, and members of the public.

Responsibility

Under the direction of and responsible to the City Auditor and Clerk or designated representative. Supervises assigned staff and coordinates the work of others as required.

Physical Requirements

The work requires periodic physical exertion, involving lifting and/or transporting up to 20 pounds frequently, and 50 pounds occasionally, usually when transporting or lifting video cameras and other audio and/or video and related equipment. The work also occasionally entails potential safety hazards when operating, installing or modifying electrical or electronic equipment. Accordingly, appropriate precautions must be understood and observed to avoid injury. Visual acuity is required for preparing, reviewing, checking and maintaining video, computer and written files, and for reviewing documents and other data. Incumbent is required to have sufficient hearing ability to perceive information at normal spoken word levels. Manual dexterity to operate audio-video, standard office computer and other equipment is required.

Public Contact

Effective public and intergovernmental contacts are an essential component of this position. The incumbent interacts frequently with officials and employees of other City, county and state departments, and members of the public. Public interactions usually occur in response to inquiries about access to City audio-video programs, activities or materials, information available on the City Auditor and Clerk's Web Page, and related activities. Contacts are for the purpose of obtaining and furnishing information and/or audio-video records, providing interpretations and explanations, responding to complaints or suggestions, and similar purposes.
